Tuft Labors Under
Election Illusion
By BUI Hobby
Senator Robert A. Taft's remarks about the appointment
of a union president, Martin P. Durkin, as Secretary of Labor
reveal an interesting misconception that lurks in the mind of
the defeated candidate for the Republican nomination.
It seems to have just dawned on the Senator that Mr.
Eisenhower, not Senator Taft,
was elected last November 4.
However, the repudiation of Sen-
ator Taft is the least important of
the many implications of Mr. Eisen-
hower's precedent-breaking ap-
pointment of a partisan Democrat
to a Cabinet, and hence a policy-
making, post.
The naming of Mr. Durkin, a
Stevenson Democrat, is reminiscent
of one of President Franklin Roose-
velt's greatest political coups—the
naming of two Republicans, Secre-
taries Knox and Stimpson, to Cabi-
net jobs just before the 1940 Re-
publican convention. The effect of
the appointments was to spike guns
of the Republican Old Guard, head-
ed then as now by Senator Taft.
The arrangement worked out very
well because of the high caliber of
the two men Mr. Roosevelt selected.
Mr. Eisenhower may have reason-
ed that some leaven was needed in
a Cabinet composed almost entirely
of people who are primarily busi-
nessmen.
Secretary-Designate Durkin is
the first actual representative of or-
ganized labor to be elevated to Cab-
inet rank. Significantly, Mr. Dur-
kin is the president of an AFL un-
ion, and hence an heir of the tradi-
tions established by Samuel Gomp-
ers and carried on by William

Green, the president of the AFL
until his recent death.
The AFL, who endorsed a presi-
dential candidate this year for the
first time in its history, has had an
historic policy against partisan po-
litical activity. The CIO, the other
large labor coalition, has tradition-
ally been more radical in its politi-
cal, economic and social beliefs.
Mr. Eisenhower, then, has select-
ed an able man from the "right
wing," or moderate element, of the
labor movement.
Mr. Durkin has said that he is
for amendment of the Taft-Hartley
law. In spite of the screamings of
an outraged Senator Taft, the
amendment that Mr. Durkin has in
mind are hardly controversial.
Those portions of the law to which
labor objects most violently have
been virtually a dead letter because
of President Truman's consistent
refusal to use them.
Even the Democratic Presidential
nominee, Governor Adlai E. Stev-
enson, favored what were in effect
only moderate revisions.
It is quite possible that Mr. Eis-
enhower's unorthodox appointment
may not work out as he hopes. Even
if it does not, however, it is an im-
portant and praiseworthy political
experiment.
