Constable Jaime Cortez of Precinct 1, is commit-
ting dirty political tricks.
Dupree said a police report arising from an
incident on May 24, 2002 involving him and
another adult, has been altered to show the com-
plainant was a youth rather than an adult.
"He is going door-to-door with a false police
report saying I did something wrong," Dupree
said. "When a candidate tries to destroy the cred-
ibility of another candidate, it is because that can-
didate has no credibility of their own."
Cortez denied that his campaign is involved in
the distribution of the police report or the theft of
signs.
"I've heard about that report being circulated,"
said Cortez, who attributed the circulation of the

of felonies along with many of his

report to an anti-government group. "Nobody in
my camp would do such a thing. It's just not
being done by me."
Cortez said literature is being passed out by his
campaign that claims Dupree is not doing a good
job.
"I'm going to continue to let people know that
Precinct 5 is the lowest performing constable in
the county, and we have the numbers to back that
up," Cortez said.
Cortez also denied that his campaign has
stolen any of Dupree's signs.
"We barely have time to put ours up," Cortez
said. "We certainly don't want to condone any
stealing of any signs."
Cortez said he suspects Dupree is trying to
divert attention from his contention that the "job
is not getting done."
"I think Mike Dupree is trying to divert atten-
tion to other things than his performance," Cortez
said.
Cortez said he is aware of a police report alleg-
ing sexual assault that named Dupree.
"As far as I know that case never went to trial,"
Cortez said. "In America you're innocent until
proven guilty. I'm in law enforcement. I under-
stand that. It's not for me to say if it happened, or
didn't."
A Dallas Police Department incident report
shows that in 2002 police investigated a com-
plaint that Dupree had performed oral sex on a
man without permission. The complainant
alleged that he fell asleep and awakened to dis-
cover the sex act occurring.
Charges were never filed because the com-
plainant signed an affidavit of nonprosecution,
according to the police report.
An altered copy of the report is being distrib-
uted, according to Dupree, that has has the
inscription "child's name blocked" where the
complainant's name originally was listed. The
document being circulated is attributed to the
work of "researchers for the TNP."
Dupree said the complainant lived with him at
the time of the incident, and the report was filed
out of spite. The complainant has since apolo-
gized to him for filing the report, he said.
Dupree said he would continue running a cam-
paign based on his administration's accomplish-
ments.
"I inherited an office of corruption and contro-
versy," Dupree said. "My predecessor was indict-
ed within seven or eight months of when he was
elected and convicted of felonies along with
many of his deputies."
Dupree said he and his staff have run a "pro-
fessional and dignified" operation.
Dupree said his opponent, Cortez, is related by
marriage to his predecessor.
"My opinion is this is a revenge vendetta to
discredit me to get into office," Dupree said.
Cortez' campaign website claims that under
Dupree's direction the Precinct 5 constable's
office is the "worst performing in Dallas County
in terms of numbers of papers served and revenue
earned.
"If all county constable precincts performed
their duties as poorly as Precinct 5 does, justice in
Dallas County would completely break down,"
the website message claims.
Dupree's campaign Web site claims that his
operation has become "one of the most respected
law enforcement agencies in the State of Texas.
"The other four Dallas County constable
precincts have adopted the policies and proce-
dures I implemented in Precinct 5," the Web site
message reads.
