Financial Aid Committee considers policy changes

The University Standing
Committee on undergraduate
student financial aid met last
Monday to orient new
members, discuss budget
plans, scan over the financial
aid process and a summary of
expenditures, and consider the
financial aid package for 1978-
79.
David Hunt, director of
Financial Aid at Rice,
explained last year's financial
aid plan for undergraduate
students. A major revision in
the plan had been made. The
student now has to submit a
financial aid application to
Rice and file a fact sheet
(formerly a Parent's Confiden-
tial Statement) on themselves
and their parents with the
College Scholarship Board. A
need analysis on every student
is returned to Rice and after
careful review, a financial aid
package is sent to the student.
All of the awards made by the
financial aid office are based
on computed financial need
only. Need is the difference
between family contributions
and the cost of attendance at
Rice.
The admissions office does
not admit students on a basis
of financial aid. Nearly one
half of the freshman class
entering this year were
National Merit or Achieve-
ment Finalists with 147
designated as National Merit
scholars and 7 as National
Achievement Scholars. These
students are awarded a

minimum stipend of five
hundred dollars. This
increased the amount of
money that could be awarded
to other students.
The 1976-77 budget was
$1,468,300 for Tuition Grants,
an increase of $9200 over the
1976-77 figure. The amount of
work-study awarded this year
is $172,000 on the books. Since
not all students on work-study
have found jobs yet, the
department does not plan to
exceed the budget in this area.
Total gift assistance being
received at present is
$3,016,000 which averages to
about twelve hundred dollars
per student.
The average for the 1978-79
package might be raised to a
twenty-five hundred dollar
front load for students
exhibiting need, instead of the
twelve hundred dollar front
load awarded this year. This
would make the 1978-79
students better off than those
of 1977-78, by a margin of a
few hundred dollars.
The federal government and
some new amendments of
November 1976 brought out
several small changes in
university policies on
financial aid, one of them
stating that Rice is obligated
to deny federal aid funds to
any student who is not in
"good standing" with the
University. The federal
register defines "good
standing" with regard to a
student that the institution in
which the student has enrolled
has determined that: 1) the
student is eligible in
accordance with its own
standards and practices to
continue attendance at the
institution and 2) the student
is making measurable
progress towards the comple-
tion of his/her course of study.
At Rice, aid for students
returning from probation or
suspension has yet to be
decided upon. The Examina-
tions and Standing Commit-
tee will be responsible for the
correct interpretation of the
second requirement stated
above as set by the federal
government.
The Texas Equalization
Grant checks have arrived.
Please go by the financial aid
office to sign if you have
received one.
'Global Village' talk set
Dr. Peter J. Henriot, S.J., a
staff associate of the Washing-
ton-based Center of Concern,
will speak at 7:30pm Thursday,
October 6, at' the Interfaith
Chapel Service in the Memo-
rial Chapel. His subject will be
"The Politics and Ethics of
Survival: Demands of the
Global Village."
The lecture is open to the
public free of charge.
Dr. Henriot joined the staff
of the Center of Concern at its
founding in September, 1971.
Prior to that, he was a visiting
associate at the Joint Center
for Urban Studies of MIT-
Harvard and an Assistant
Professor of Political Science
at Seattle University.
At the Center, Dr. Henriot
coordinates a project con-
cerned with policy and value
issues in a New International
Economic Order, participates
in programs which promote
church response to inter-
national justice issues, and
analyzes United States policy
and food allocation. He
attended the United Nations
World Population Conference
in Bucharest, Romania, in
August, 1974 and the Seventh
Special Session of the United
Nations General Assembly in
September, 1975.
Before teaching at Seattle
University, Dr. Henriot taught
at the Graduate Theological
Union in Berkely, the Univer-
sity of San Francisco,
Gonzaga University and
Hampton Institute. He spent
the fall of 1972 traveling in
Latin America and in 1976-77
he returned to live in Bolivia
and Colombia.
Dr. Henriot is a member of
the Jesuit Order, ordained as a
Roman Catholic priest in 1970.
He has served in regular
parish work in the Arch-
dioceses of Seattle, Boston,
and Washington, DC, and
spent two months as a
hospital chaplain in Spokane.
University Council
Following is the proposed agenda for the next meeting of
the University Council, scheduled for September 30th:
1. Approval of the minutes of the last meeting September
6, 1977. (In that meeting the Council established the
academic calendar for 1978-79 and discussed whether or
not Rice should give degree credit for tests administered
by the College Level Examination Program (CLEP).)
2. Proposed amendments to the recently adopted calendar
for 1978-79 which would ensure that each class met the
same number of times.
A request from the Committee on Examinations and
Standing for an opinion as to whether enrollment in the
Rice Summer Program should be allowed to count as
one of the four semesters in residence at Rice currently
required of all undergraduate transfer students.

forward.
