Dear Brother Cortezs
1 had neglected to answer your letter of July
6, 19^9 for several reasons. The first being that I
was expecting yon. in Houston a few days after 1 got
your letter, then, after that I was expecting to go to
San Antonio during the Fiesta do Jalisco, during the
installation of your new San. .Antonio Lulae officers,
hut due to very good "business here in my office. I have
been unable to see you personally to talk over the
contents of your letter. Finally now that 1 see 1
shall not be able to speak to you personally in the
near future 1 have found time to answer your latter.
First of all let me assure you that first,
last and always, 1 shall always be a lulae even if
just a rank and file nember all of my life, I have
constantly put Lulae before ray family, myself and my
career and I shall continue to do so until 1 die.
There was nothing personal in my feelings
in feeling disappointed at tl e outcome of the June,
19*f9 elections, it was merely, because the Houston group
and my friends were expecting it and their disappoint-
ment was. in reality mine. After all. you -know what a
Struggle 1 have had. keeping the Houston Coirnc M going
and all of them were expecting my election to the office
of first vice-president general because we had been
lead to expect it and it was hard for me to explain
it to them. However, all of that is water under the
bridge and the next tine, if there is a next til e,
1 shall he much better prepared. I shall continue
to be your stanchest and most loyal supporter and
you can always expect me to be true. I fully realise
