Proceeds of the bonds are deposited in the county depository, and constitute
a fund to be used ;exclusively for the purpose of the issue.27
Common school district funds are disbursed upon the warrant of the
county school superintendent, drawn upon the county depository,28 or
upon the order of the district trustees, approved by the superintendent.29
Classification of Schools
Recognition of the need for a central county board of school trustees
came with the development of secondary Schools in Texas and the resuiting
demand for a system under which their curricula and methods
could be integrated with those of the elementary schools. In order that
Texas school children may, throughout the entire 11 years30 of public
schooling, advance freely from one grade to the next higher without loss
of time, the county board of trustees has ample power to classify the
schools of the county into elementary schools and high schools, The
board's classification of schools must be made in accordance with regulations
prescribed by the State Superintendent' and with "duo regard to
schools already located, to the distribution of population, and to the
advancement of the students in their studies."'t
High schools are of three general classes: Those maintaining at
least four grades of work above the seventh grade, those maintaining at
least three such higher grades, and those maintaining at least two.32
Provision is made by the school laws for the establishment of high
schools in rural areas, as well as in the more thickly populated portions
of the county. Rural high school districts are formed by grouping
contiguous districts of small scholastic populations in such manner as
