Tvo matters of very great interest
to the citizens of Hereford were be-
fore the city fathers at their meet-
idg held Monday, and both were
passed with very little discussion.
The first was an ordinance covering
the waterworks bonds recently voted
by the people, and the second was
the passage of an ordinance regulat-
ing the size of sidewalks, their ma-
terial etc.
The idea that the attorney gener-
al bad turned down the bond is&ue
seemed to have gained wide creden-
ce, and that another election would
have to be held. The truth about
it, however, is that the attorney
general merely held up the bond is-
sue pending receipt of a copy of the
necessary city ordinance to accom-
pany the bonds and an affidavit as
to time of notice given. This is a
necessary requirement in such a
case, it would seem. So the ordi-
nance was duly passed Monday,
calling for a $25,000 bond issue,
dated June 1, 1909, running forty
years though optional at twenty, at
5 per cent. If something entirely
unexpected does not crop out it will
not be long before the approval of
the Hon. Mr. Davidson will be at-
tached to the bond issue and the
Mayor Edwards will have authority
to negotiate for the sale of the bonds.
And then the blessed water for
household and sewerage use* will be
open to all.
The sidewalk ordinance is one of
the first foundation stooes in the
work for a greater Hereford and is
the result of some very effective
work by the committee appoiotad by
the Commercial Club- Its provi-
sions call for a uniform four foot
cement or brick sidewalk in the resi-
dent districts, ten feet in the busi-
ness portions, also prescribing the
distance of sidewalk, curb and shade
trees from the property line, and in-
cidently giving the council the pow-
er of ordering the work done where
needed when the owner objects, the
expense to be attached as a tax lien
against the property. However,
property owners are not discrimin-
ated against as the work can only
be forced upon direct order of the
council, and upon showing that such
expense would work a hardship upon
him, a man may be excused by the
council. Again, the city is required
to do its part in this work too, as
the ordinance ca.'s for first class
street crossings where property own-
ers on corners put down sidewalks.
The idea of it all comes through
the desire of the Club to encourage
the beautification and facilities of
the city and to meet the require-
ments of the Government upon free
mail delivery.
