RESOLUTION.
To be entitled A Joint Resolution
proposing and submitting to a vote
at tba people of Texas an amend-
ment to Sections 49 and 62 at Arti-
eta 3 of the Constitution, authoris-
ing the Issuance of bonds and the
levying of a tax to pay the Interest
and sinking fund on same for pub-
lic improvements.
Be It resolved by the Legislature
of the State of Texas.
SBC. 1. That Sections 49 and 52
of Article 3 of the Constitution of
Texas be amended so as to hereafter
read as follows, to-wlt:
Section 49. No debt' shall be
created by or on behalf of the State
except to supply casual deficiencies
of revenue, repel Invasion, suppress
insurrection and defend the State
in Kir or pay existing debts, and no
debt created to supply deficiencies
In current revenues shall ever exceed
•In the aggregate at any one time
five hundred thousand dollars. The
Legislature, however, shall have
power to authorise the issuance of
bonds to be approved by the Gover.
nor for the purpose of purchasing
additional ground and erect neces-
sary buildings for the University of
Texas, including a medical depart-
ment, an Agricultural and Mechani-
cal College and all departments and
activities of a complete university
of the first class. The revenue re-
ceived from the permanent Univer-
sity fund shall be available for the
.payment of interest on these bonds
and for the creation of a sinking
fund for their redemption at ma-
turity and the Legislature shall also
have power to Issue bonds for the
construction of necessary buildings
for State institutions. The Legisla-
ture shall also have the power to
authorise the issuance of bonds se-
cured by lien on the real property
of the penitentiary system to be ap-
proved by the Governor for the pur-
pose of constructing buildings and
making permanent improvements.
Section 52. The Legislature shall
have no power to authorise any
county, city, town or other political
corporation or subdivision of the
State to lend its credit or to grant
public money or thing of value in
aid of or to any individual associa.

nance and operation of bridges and
macadamized, graveled, sandy clay,
or clayed sand or paved roads and
turnpikes or in aid thereof.
(d) The construction, mainte-
nance and operation of public ware,
houses or in aid thereof.
SEC. 2. The foregoing amend-
ment to Sections 49 and 52 of Ar-
ticle 3 of the Constitution of Texas
shall be submitted to the qualified
electors of this State for adoption
or rejection at a special election
hereby ordered for the third Satur-
day in July, 1913, the same beiag
the nineteenth day of said month.

ment at said election who favor Its
adoption shall have printed or writ-
ten on their ballots the following:

SEC. 3 The Governor of the
State is hereby directed to issue lila

held on the nineteenth day of
July, 1913, at which election all
voters ravoring this amendment
shall have written or printed on
their ballots the words: "For the
amendment of Section 7, Article 5,
of the Constitution of the State of
Texas, relating to district Judges
and district courts," and all voters
opposed to said amendment shall
have written or printed on their bal-
lots the words: "Against the amend-
ment of Section 7, Article 5, of the
Constitution of the State of Texas,
relating to district Judges snd dis-
trict courts."
SEC. 3. The sum of five thou-
sand dollars or so much there of as
may be necessary is hereby appro-
priated to pay expenses for carrying

the Constitution of the State of Tex-
as. relating to the creation and for-
mation of Judicial districts, the
terms of compensation and qualifi-
cation of the judges of the district
courts, and the times of holding
courts.
Be It resolved bv the Legislature
of the State of Texas:
SEC. 1 That Section 7. Article
5, be amended so as to hereafter
read as folows:
Section 7. The State shall be di-
vided into as many Judicial districts
as may now or hereafter be provided
by law, which may be increased or
diminished by law. For each dis-
trict them than be elected by die
qualified voters thereof, at a gene-
ral election, one or more judges,
each of whom shall be a cltisen of
the United Stnuf and of thw Slate,
who shall bare been a practicing
lawyer of thla State, or a Judge of a
court In this State for six year* next
preceding hie election; who shall
have resided in the district in which

Be it resolved by the Legislature
of the State of Texas:
SEC. 1. That there be added to
Article 16 of the Constitution of
the State of Te.tas a new section to
be known as Section 58, which shall
read as follows:
„ Section 58. All State, district,
county and precinct officers within
the State of Texas shall hereinafter
be compensated by the payment of a
salary to be fixed or provided for by
the Legislature.
SEC. 2. The Governor of this
State will, as directed by the Con-
stitution, make publication of this
proposed amendment in the manner
and for the time as required by the
Constitution, the amendment to be
voted upon by the qualified electors
for members of the Legislature of
this State at the general election to
be held for State officers on July
19,1913, the returns of which shall,
as provided for in the Constitution,
be made to the Secretary of State,
the result ascertained and proclama-
tion made as provided for in Section
1, Article 17, of the Constitution.
There shall be written or printed on
the ballots to be used at such elec-
tion "for the adoption of Section 58,
Article 10, as an amendment to the
Constitution, providing a salary com
pensation for certain oflcers and
fixing their term of o(/ice at four
years;" and also "against the adop-
tion of Section 68, Article 10, as an
amendment to the Constitution for
certain officers and fixing their term
of office at four years;" and those
favoring the adoption of said amend-
ment shall erase the language
"Against the adoption of Section 5S,
Article 16, as ah amendment to the
Constitution, providing a salary com
pensation for certain officers and
fixing their term of office Bt four
years," by running a pencil of pen
through the same, and those oppos-
ing the adoption of said amendment
shall erase the language "for the
'adoption of Section 58, Article 16,
| as an amendment to the Constltu

may be uecessary for accomplishing
the purpose of this amendment and
If a State warehouse commission be
provided for, their terra of office
shall be fixed by the Legislature.
SEC. 2. The Governor is hereby
directed to issue the necessary pro-
clamation for submitting this amend-
ment to the Constitution to the qual-
ified electors of the State of Texas
on the third Saturday in July, same
being the 19th day of said month,
and the amendments proposed to
Section 52 of Article 3, as above in-
dicated. shall be voted upon separ-
ately.
Those favoring the amendment to)

provements by a majority vote, shall
have written or printed on their bal-
lot: For amendment to authorise
road and other public improvementa
by a vote of a majority, and those
opposed to said amendment shall

thereof as may be necessary, is here-
by appropriated out of any funds in
the Treasury of the State of Texas,
not otherwise appropriated, to pay
the expenses of such publication,
proclamation and election.
