Upkeep or maintenance as it
is called by the military is
a gigantic task in Fourth U.
S. Army. Care must be taken
of $1.29 billion in supplies and
equipment and $729 million in
real estate.

"A major expense to the
Army is the replacement of
equipment" said Col. Frederick
A. Trombley chief of the
maintenance division logistics
office Hqs. Fourth Army Ft
Sam Huston San Antonio. "A
com prehensive maintenance
program helps keep this to a
minimum."
To replace amain battle tank
the M60A1 for example would

Maintenance In Fourth Army
Described As Gigantic Task
The Army's definitions of the to
word "maintenance" point up
the many activities necessary
to accomplish it:
(1) All action taken to retain
material (weapons equipment
and supplies) in a serviceable
condition or to restore it to
serviceability. It includes
spection testing servicing
a a a to
serviceability repair overhaul
and reclamation.
(2) The routine recurring
work required to keep a facility
an in
ground facility utility system
or other real property) in such
condition that it may be con
tinuously utilized at its original
or designated capacity and ef
or it
purpose
"There are problems inherent

"In maintenance however we
are dealing with far more than
costs" Col. Trombley stressed.
"We are concerned with the
lives of soldiers themselves.
When an accident occurs
because of lack of proper
maintenance it is only natural
for another soldier to want to
know how well he is protected
against a similar accident."
Army's maintenance task is
further attested by the fact that
within the five-state area are
some of the U.S. Army's key
training centers namely the
U.S. Army Artillery and Missile

"Our implements of war and
related equipment no matter
how refined in design and quali
ty require a high level of
maintenance" Col. Trombley
emphasized. "The three essen
tials of a modern Army are

and correctional you are unable

equipment gets older it requires
more attention. New equipment
is more complex than older
equipment making it necessary
to have sufficient skilled
workers who are abreast of
technological developments and
new maintenance procedures.
"In regard to maintenance
people our biggest problem in
Fourth Army is in the military
personnel area. To retain a
skilled technician these days
becomes extremely difficult.
This is for two reasons. He is
either levied for duty overseas
as soon as he becomes pro
ficient or he may choose not
to reenlist in the Army in order
to work for industry at a
lucrative salary. The Army
technical training facilities are
among the best in the world
if not the best so that men
who are trained in these schools
ire in high demand by in
