Allan Shivers claims that he had nothing to do with Texas teach-
ers being cheated out of their salary increase for one full year.
Let's examine the facts:
Allan Shivers and his "Yes Men" in the Texas Legislature first
opposed the bill in the regular session of the Legislature two
years ago which granted the teachers of Texas a pay increase of
$600. .
After the bill was passed over his protests, he and his "Ye^sTVIen"
fought every tax bill that was discussed for the payment of this
obligation. No, Allan Shivers didn't veto the teacher pay increase,
but—
He threatened to veto any tax bill

the Legislature passed to pay (or

this teacher pay raise!
This was enough to keep the legislature from passing a tax bill.
Now, even though the Legislature was called into special session-
after Allan Shivers decided to run for governor again, and a pay
increase was granted, Texas still ranks 27th among the states in
average teacher's salaries.
