the retoral Board toes not prorate bena fit payments -- it
merely smathoes dollar for dollar, the benefit paynmnts pro-
vided by the several states. In the event a state, beoanse
of insufficiency of funds, is able to pay in full its social
seOurity program, then the Federal Board prescribes certain
rules for distributing the available state money among the
eligible reoeipieats, and the state is required to follo
such rules as a prerequisite to obtaining federal aid. As
hereiabefore stated, it is or opinion that Sooton 44 is an
express ditreotion to the State Department of Publi 'Welfare
