It vill thu be een following the reasons by
JudsO Cureton that thopresent bill is not a general appro-
priation act but on the contrary is one authorizing certain
investigations, suits or proceedings, touching a definite
subject tatter and making an appropriation for tbe spcic
purpose of carrying out the provisions of the act -- an in-
ident merely to the sact.
This being true the Act did not go into effect un-p
tl ninety days after the adjournmeatn of' the Legislature.
Wine ty days after the adjtournlmnt means ninety full
dayt intervening between the day of adjourient and to ef-
fectivo day which would be in this inst since October 1, 1943,
irvich day begin, of course, rmid-night October 1, and the ap-
propriation v ell lapse two years from that date.. . -
