' ' For many years Mr. L. B. Hunt a tal-
ented mechanic has been constructing a
vessel with which to. nuvigate the air and
is convinced that he hau at last solved the
problem of nrial navigation. The vessel is
now on exhibition at tho Fair Grounds in

rotary fifty-horso power engines being ustd.
It is uo constructed as to turn upright shafts
one within the other and revolving in oppo-
site directions. To tho outer shaft are at-
- tached four wings next to the shaft tine
feet wide six at the extreme end and
twelve foot long. To the inner shaft are
fastened four similar wings ten feet above
the other.
; They are made of sheet iron slightly con-
r ; cave and inclined at an angle of twenty de-
grees. When the machinery is set In mo-
tion these wings revolve at the rate of one
hundred and fifty times a minute and it is
0 claimed by the inventor will lift the vessel
' weighing about six tons and laden with six
1 tuns more.

In producing a allowing in regard to the city
indebtedness and appropriations to lie made
for city improvements deserve the thank of
the community. . :
It is evident from that showing that tlie city
fathers ore golng'too fart not t!;tt the im-
provements projected arc not needed or not to
De made though in some of the cases there may
be some doubt but tlie statement -ou have
procured shows that we have fallen into the
Habit of extravairance now sc. common In not
only municipal aiTairs but ia all our alLdrs
both State and National.
We are trying to do too much at onee land
the result U we do nothing and all that we
have is wasted. ;
The showing in your paper exhibit that we
have a police force the cost of maintaining
which is disproportionate to our mea ns. Thui
the sixteen officers on the police cot 13140
when it should not be much over half that sum
and the total cost of maintaining the officers
of tle city shows the amount including rents
printing fuel and lights for offices over y.v-
000 out of a tax estimated at f S'J.COO. Thi
would have the appearance that the city was
made for the officers. We think a great re-
duction can be made in this item.
Eight or at most ten policemen. Including
me marsnai assistant marshal health olacer
and market master oueht to be enough and
we hope our council will make the reduction.
Again the payment to the treasurer of
five per cent on $00000 is extravagant his
duty being only to pay otit that which is or-
dered to be paid and to keep an account of It
This can easily be done for $1000 any banker
or business man In town would do the work
for that sum. Here is a saving of about 12000.
Tke payment to the recorder of f-100 salary
as recorder ana v-J.o ior assessing ana collect-
ing property besides allowing a clerk at $000
is wronir. The work of the recorder and as-
segtiing and collecting can be done as well for
$2000 if a clerk ia allowed w Inch would re
sult in a saving or $1475.
The bridge of $1000 on San Jacinto street
and $i VX) on KIo Grande street can be sub-
stitutea by foot bridges. A stone structure
at those points i3 not now required. '
The salary of tlie mayor of $C00 and of the
marshal of $C00 can be dispensed with it fees
are to be charged and collected for them. A
better plan would be to give them a decent
salary and charge and collect the foes for the
city. It would be more satisfactory to otHeers
and cheaper for the city. .
But the worst leak it seems results from the
mode of raising money. It U reported that
we owe Mr. Whipple and C R. Johns & Co.
$jOOO of warrants upon which there is
an Interest "of two and a half percent
per month. This mode of raising
money u oi aoutitrui legality and la without
aouDi a great impropriety. io private per-
son can long sustain himself at such rates of
Interest lie had far better sell what he bas
and begin again than to attempt it But for
a city government to raise money in that way
is ruinous and totally unwarranted.
The excuse is doubtless that we must as a
city maintain our credit and hence we must
borrow to pay debts at the rate money is in
the market but the act of borrowing at such
rates defeats the object You can never have
credit with any person whe n thij is done. - i
The truth Is we are extravagant; and we re-
sort to these improper expedients to raise
money because we have not the meana to pay
for our extravagant Ideas. . ' .;
We most come down from our lofty fwpi-
ration and must live within our means if we
wish to have credit or to be respectable. ' i
"Pay as you go" has been chosen by the
Governor of Texas as his motto. If we ex-
pect "to pay as we go" we cannot afford to be
extravagant. We must live within our means
and miwt avoid borrowing money to pay our
extravagant bills at high rates of interest !
Speaking for ourselves we believe the
showing exhibits the fact that we mnst Jevy
this year a tax of one per cent. for there ap-
pears to be a debt of $13500 in the estimate
in floating warrants with those in the hands
of Whipple and Johns & Co.- together with
the interest on same and ten per cent of Qiir
bonded debt as sinking fund. The improve-
ments suggested (except as to the bridires) are
necessary and ought to be continued which
amounts to near $.20000. The estimates for
charity and sanitary purposes are also doubt-
less nroper so that the one per cent will be
needed. None of these things however will
be done if we continue In our. extravagance
In carrying on a grand city government espe-
cially ft we pay for salaries and for contracts
lor wort in the paper or tho city at what it
will bring in the market or issue warrants as
a means of borrowing money nt two and one-
nair per cent per month or thirty per cent
per annum.
We do not expect to get better men by anf
new election for they are all respectable citi-
rens and some of them larjre taxnavers. Nor
do we wish to Impede proper expenditures for
improvements witmn our means. . Uut we ap-
peal to our City Council to retrace their steps
and cut down every expense which can be
avoniea or postponed.

because the city charter article sixteen re-
quires absolutely "That one-half at leal pf
the revenue of each vear shall be appropriated
to defraying the back debts if any owinrr by
the city." We ask therefore that a sufficient
tax be laid to pay our debts now due and to
make neary improvements as well as to
keep up a 'reawuilile police force. And we
beg that nothing will be laid on for extrava
gant ideas or to pay debts in an extravagant

tract between Mayor Glenn and Mr. W hippie:
rent being paid nionthly.warrants issued upon
the treasurer bearing interest of two and one-
hairper cout. per month until paid. So you
see Mr. "Taxpayer" that the money was not
twrrowed ty the present city administration
to maintain the credit of tlie city but to the
contrary. The city under the administration
of Mayor WIich Kt has not borrowed any
money at all on her paper. It would.in the opin
ion of t!io writer lie a very poor policy to only
try to keep up or maintain a credit at such a
ruinou rate of intereM. It would be a ones

uals as to the tin.d bankruptcy of a piwty
paying such rate of interest
Again the City Council has very promptly
cut down the fees c f our city treasurer to near-
ly one half of what your "Taxpayer" speaks of
and had he been present 'at sessions of the
