A few horses and horse-drawn wagons are parked just outside the building. Three men are standing in the open doorway of the building; the man on the far right is John P. Atkinson, according to accompanying information.

League City residents organized the Library in 1971. It was renamed in 1985 in honor of one of the charter members Helen Hall. Today, it's one of the busiest and largest libraries in the Galveston County Library System and is also a member of the Houston Area Library System.
