London July 7. The Times to-day
In a leading editorial article tmmma-
ri.ing the military and political situa-
of Spain gives a gloomy view of the
AlfoiiaoiHt unu.se. Accounts of recent
minor KiiccesHes of Jouvcllar havehcen
outweighed by reverses elsewhere.
The CarlistH seem about to begin a for-
Wuril march. All the bright hopes
tlittt Alfonso brought to Spain have
vanished nml his best generals are
less active than heretofore. They have
met defeat Instead of victory. The
King has not been more successful in
Madrid ami lias failed to satisfy the
church unit enraged the Liberals: hence
the ministry seem ready to try the
ell'ect of as much religious toleration
as will permit l'rotest'Uits to worship
in back streets hut such concession
will disgust the clerical ami not satisfy
the Alfonsist'M political supporters.
The Kinrf has imiilu no peace between
the warring fact ions. The press Is
muzzled to prevent it from being dis-
loyal nml there are no funds to pay
the army or navy.
Uki.fast July 7. The shooting for
the cup presented by the Mayor and
citizens of Belfast took place to-day.
Colonel Qildersleeve won the cup with
over twenty-four oppouents.
City ok Mexico June 3D. The Ko-
Dora ltnilwny bill has become a law.
Keriiamlo C. Millits Secretary of the
American Legation here Is dead.
Hosie July 7. Italy will not partic-
ipate Ju thn American Centennial on
aecomtof the attending expenses.
Havana July 7. The Spanish
forces dispersed a party of Cubans near
Saudi Spiritus killing ten. The
Spanish loss was two killed anil three
wounded.

the I'orcigii Department replied that
Hie Impels Hi reganl to Khiva nail

he was sure when they were produced
the House and the country would ap
prove of the course of tlie tfoverninent
and recognio the nplril ot Hie friend-
ship which characterized tlie whole
correspondence. Nobody could deny
that Kussia had broken her engage-
ments with regard to Khiva hut that
lie would not (lisciiNS this point at this
time for obvious reasons. Kussia and
(ircat lirilain ought to ncognize the
interests they have in maintaining a
reasonable distance between their
respective frontiers iu Asia.
Thu Knglish government was fully
aware of tlie danger attending thead-
vuneeof the frontier of either power
ami the Uovcrnment did not think an
arrangement settling and delining cer-
tain territory between Ihem as neutral
ground was possible. This slate of af-
fairs would he sure to lead to mutual
misunderstandings therefore the Uov-
crnment did not intend to enter into
engagements on such basis. Kngland
wishes to show that shewus uot an ag-
gressive power and hud no desire to
extend her Indian frontier during the
imiintainauce of tile present status.
The government held itself perfectly
free to enter into any alliances politi-
cal and commercial with nations on
her frontiers which events might
point to us necessary for the cultiva-
tion of friendship witli the Afghanis-
tan nation. This was uo new policy
of (ircat lirilain.
