patch says Governor Hampton to-day

The commissioner of internal reve-
nue has issued a circular to collectors

be avoided when possible and assigns
three deputies for each collector's t la-

The cabinet did not convene until
half-past nine. Tliu postponement is
said to be attributed to the ulisciioo of
Mr. Kvarts who It ml a heavy retainer
in the Vauderbilt v. ill case. The pre-
sident's Southern policy ho far has not
yet ripened into any plan. Intense
interest attaches to the cabinet meet-
ing to-night hut it is mostly artificial.

probable that any definite Southern
policy can be udopted to-night or
authentic details can transpire.
Governor 1'iuchback of Louisiana
had a long Interview with the presi-

blacks forbade any support of the
l'ackards government." President
Hayes replied: "I think I see my way
clear to secure harmony and peace
among Unpeople of your State."

natives of the Slate. He said
they would at all times be welcome.

inauguration of Diaz will take place.

The Senate has been ignored by the
provisional government who have de-
clared that the law creating the Senate

the adjustment of the Southern State
debts were appointed a committee to
confer ou the subject with committees
from the several Southern States.
After conference with the committee
recently appointed by the Tennessee
legislature It has been decided that the
following would be au equitable one
for adjusting the debt of that State.
After adding their arrears of contest
and interest to accrue up to July 1st
1877 let It be readjusted by tho issue
of new bonds at the rate of sixty per
cent of the total amount and for every
turn of one thousand dollars then
due new bonds should be given
in exchange aud a full settlement for
six hundred dollars or for a propor
tionate amount of the new bond to
bear Interest at the rate of six per cent
per annum from the first of July 1877
payable semi-annually In the eity of
New York. The first is to bo in pay.

pal to be made payable also in New
York in thirty years from date the In
