To Scout Executives and Commissioners of Second Class Councils
Re: Fourth Liberty Loan
August 26, 1918.
My Dear Co-Worker:
Enclosed is a copy of the circular letter which has been sent to
every scoutmaster under a local council together with copies of
the enclosures. We are sending to each scoutmaster blank report
forms and a sufficient supply of manuals. We are having sent to
you from Washington an extra supply of both manuals and report
blanks.
A Representative of Your Council Should Confer at Once with
Local Liberty Loan Committee
As is made clear in the letter of Secretary McAdoo to the
Chairmen of the local Liberty Loan Committees, it is very im-
portant that you should arrange at the earliest possible moment
for a conference between some effective representative of your
local council and the local Liberty Loan Committee so that a
very definite plan may be worked out for the scouts' participation
in the Fourth Liberty Loan. Because of new conditions it has
been found necessary to place upon you and the local Liberty
Loan Committee the responsibility for deciding what form of
service shall be rendered by the scouts as well as exactly on
what dates the scouts under your jurisdiction will actively engage
in the campaign. If a plan of solicitation is agreed upon by the
Committee, the solicitation will be either according to plan No. 1,
"Gleaners after the Reapers," or plan No. 2 which permits sub-
scriptions to be obtained at any period after the opening of the
nation-wide campaign.
"Gleaners After the Reapers" Campaign is Preferred
Because it is believed by the Treasury Department officials at
Washington and by a large proportion of our scout officials that
service as "Gleaners after the Reapers" will really mean the
securing of a greater number of subscriptions which would not
otherwise be secured, we
trust that you can arrange
for this form of campaign
in your city. Please note
that it is essential in order
to have the scouts under
your jurisdiction qualify
for medals in the "Glean-
ers' " campaign that their
active solicitation be con-
fined to the last seven days
of whatever period is
agreed upon locally for
the campaign dates of the
community. In some parts
of the country we under-
stand that an effort will
be made to conduct the
campaign within even a
shorter period than the
twenty-two days pre-
scribed by the Treasury
Department, and in such
cases, of course, the
"Gleaners'" campaign will
be held earlier than Octo-
ber 12-19.
Only One Plan for One
Community. Awards
for Either Plan
If, however, in the judg-
ment of the Liberty Loan
Committee, local condi-
tions mako it desirable for
the scouts to engage in ac-
tive solicitation prior to
the last seven days of the
campaign, the Treasury
Department has gener-
ously agreed in such cases
to award war service em-
blems to scouts securing
twenty-five or more indi-
vidual subscriptions.
Please have this matter
carefully considered and a
definite decision reached
so that every scoutmaster under your jurisdiction will receive
explicit instructions and not have any just grounds for claiming
he did not understand all the facts and conditions. Of course,
it will be necessary to require every troop of scouts under your
jurisdiction to work in accordance with one plan. Please inform
us as soon as you have reached a decision as to the character of
campaign you will have in your city. The Pittsburgh Local
Council has already announced that arrangements have been
completed in their community to carry out plan No. 1, "Gleaners
after the Reapers."
Confer Quickly with Liberty Loan Committee as to Application
Blanks for Scouts
Kindly take up with your local Liberty Loan Committee the
suggestion that one or more representatives of the Boy Scouts of
America be invited to serve on the Committee.
Also please see to it that immediate consideration is given to
the question as to what kind of application blanks you will secure
for use by the Boy Scouts of America. It may be that the local
Liberty Loan Committee will be willing to print a special blank
for you or add to their regular blanks the words, "Boy Scouts of
America," if you take this matter up promptly.
Call on Us for All Assistance Needed
Kindly report to us if you have any difficulty in developing
your plans with the local Liberty Loan Committee, and feel free
to call upon us for any suggestions or help of any character
within our power.
Arrange Local Publicity
Please arrange, if possible, with some of the papers in your com-
munity to reprint the cartoon which appeared in the August 15th
issue of Scouting, together with a statement about the Boy Scout
campaign. ,

reports for the Fourth
Liberty Loan campaign as
heretofore, it is important
that final reports for every
troop be mailed to National
Headquarters immediately
after the campaign whether
any bonds were sold or not.
A report is expected from
each troop showing 100 per
cent, participation of its
membership. Your co-
operation in this matter is
urgently requested and
will be of great help to us.
Boy Scouts Procured One
Out of Every Twenty-
three Subscriptions in the
Three Campaigns
You will be inspired to
know that the total of the
three campaigns shows
that the Boy Scouts of
America secured 1,341,830
subscriptions amounting to
$205,407,700. The total of
all subscriptions for the
three campaigns is about
31,000,000. In other words,
the Boy Scouts of Amer-
ica have secured one out
of every twenty-three sub-
scriptions thus far obtained
in Liberty Loan drives.

To the Governor* of Federal Reserve Banks and
Chairmen of Liberty Loan Committees throughout the country:
Permit me to bring to your attention the attached copy of letter froc President Wilson
to the President of the Boy Scouts of America and the reply thereto.
As in previous campaigns, this nation-vide organization now numbering 452,000 carefully
selected men and specially trained boys has been called upon for active service in helcing
to make the Fourth Liberty Loan Campaign a succose.
In addition to other forms of cooperation with local Liberty Loan Committees, the Boy
Scouts conducted a special short tsrm campaign serving as "gleaners after the reapers".
Notwithstanding the handicaps which this and other rsguletions imposed upon the Scouts for
the purpose of insuring the maximum service to the nation, the success which the Scouts
achieved has fully demonstrated the value of efficiently organized and directed boy service.

In the third campaign corporation subscriptions through Bey Scot s wer* prohibited and it
developed in some parts of the country that the field had been so thoroughly covered before the
time of the special Boy Scout campaign that there was litle for them to do as "gleaners".
Plans for the fourth campaign will vary in different parts of the country and the perioo
is to be shorter. It therefore seems wise to place upon each local Liberty Loan C«amitt?e
the responsibility for directing the activities of the Boy Scouts during the campaign.
Arrangements have been made whereby the Scouts through their local leaders will report
to the Chairmen of the various local Liberty Loan Committees for developing the details of
the plan t .r their services.
In crrr:initios where the plan of campaign permits of actual solicitation by the Boy
Scouts, it is recommended that their activities be limited to the last ssven working days
of the campaign, under the same regulations and restrictions as have prevailed in previoue
campai£ie. Subscriptions secured by Scouts unHr these conditions will be recogni-zed by
awards to heretofore. If, however, in the judgment of the local committee, it seems best
to have the Scouts participate in soliciting subscriptions at a differont time or under dif-
ferent conditions arrangements to do so may be made, and in sueh cases Treasury awards will
be based upon the securing of twenty-five subscriptions instead of ten, all other conditions
remaining the same.
Scout officials have been furnished through their National Organization with detailed
instructions and the necessary blankn as in previous campaigns with the exception of special
subscription blanks. In the fourth campaign the Scouts will use regular or local subscript
tion blanks with such modifications as the local committses desire.
The testimony from all parts of the country has been that the tirsless energy, the
splendid spirit of helpfulness as well as the efficient ssrvices of this trained army of
nearly one half million boys and men are an asset which all alike will want to use for the
fulleet success of the Fourth Liberty Loan.
