it is an eyesore aud a disgrace to a couuty as
populous and as rich as Dsllas. Jails are
aot built for tho puuUhruont of prisoners
confined within their walls but for their safe
koeping and while they are being safely
kept it is the objeut of tbe law and It is an
imperious demand of humanity that their
comfort their health and their ceneral wel-
fare be closely looked after and csred for
Every man incarcerated in a county
jail is not guilty of the offense with which be
Is charged. An untoward fortune a crurj
fate has doomed many a man to the colls of
a jiil who was as honest as honorable and
as tree from crime as the purest and the best
'can in all the land. It is a wise and a just
provision of t'ue law that every mnn no
mattor what the accusation -maybe that is
brought against him is iunocent until be is
proven guilty In a court of his country of
competent jurisdiction. This being true it
is propor it is but simple justice that a
county jiil shall merely bo a comfortablo
stronghold where a prisoner is retained
when he cannot givo bail until ue can be
faced by his accusers and have a fair and im-
partial trial by a jury of h'u poors- The jail
of Ibis county is no such place. At bjst it ia
but a tumbledown nuisance whoro a
prieonor swoltors out tbo heats of summer
and Iro'ezos through the chills of wintor. It
Is not a stronghold but on tbe contrary bns
not the slronth to hold a ton year old boy
endjas a consequenco the county baa been
forced for aome years past to maintain a num
ber of guards to watch the prisoners within
its walls to provont thorn from walking off.
It has no ventilation and nocossarily is tilled
day and night with foul air and noxious
gaeso. There are no facilities for heating it
in winter and therefore itisas cold as nn ice
house' In such an affair thocomlort nor the
sanitary welfare of prisoners cannot bs pro
vided for and neither can thoy be Jsafuly
kept except at the expense of a force of
guards on duty day and night an exponso
footing up to an amount during tho past
fow years that would go. considerably
to lesion the sum tho county
will now have to pay for a new jail. It is
due to the county comrnissionora to stito
that they are aware of all tboae facts and
that it has been their earnest desire for a long
time to remedy the evil and thoy would
have done so ere tbis had it not beon for the
Are which destroyed tho court houso which
builJiog they bad to replace at once. The
commissioners now fool that thoy can take
steps toward building a new jail that they
are justified by the financial eundltion of tho
county in doing so. But wo loarn that they
are only considering of a 20000 or $ 2o000
jail. This is the point wo i.'ojiro to especially
discuss. The amount is not largo enough.
Dallas should bavo a jail of such excellence
as to strength durability comfort and con-
veniences that It will cost $10000
at tho loast and $50000 would bo
hotter. The jiil that is erected now by Da!-
las county should not bo intended for a year
or live years or tun years but it should be a
build ng that will answer tho purposes if this
county for a gonoration or moro to come;
Austin Galveston Houston boast of flee
jails of j:iilathal are handsome ornate
stylish buildings surpassing in outward ap-
pearance their school houses. There la i.o
necessity for any fllagroe work for any out-
ward displsy of architectural skill or taste.
Dallas count; wants a jail that while it is
not plain to rovorcnosn will bo a prist n
indeed and so durable that it will last for
decado after ducado. Tho skill of tbe
architect and of tho builder should bo ex
pended upon its strength its solidity and
the comfort and convenience of its inner
itruc.lu.ro. The laws of tentillation and san
italion should bo studiously followed and
7ory facility ppssiblo for the safe keeping
of prisonora provided. It is not our purposo
tooutlino a plan for a new jail but simply
offor these general euggostions to illustrato as
lucidly as possible our idea of the character
of jail the commissioners should givo tbo
county. Tho statosman looks ahead llo
considers of the necessities of tho futuro as
woll as of tho present and In his wisdom he
perceives tdat that which is boat and does tbe
most sorvice ia the cheapest. Thero can be
statesmanship in little things aawell aa In
great onea In a county commissioners court
as well es in the councila and the cabinet of
a nation. Dallas county already has a pop
ulation of nearly 35000. Tho geniality of
its climato and the fortuity of its soil with
its 'varied productions is bringing I
increased population ovory year. Tho rail
ad enterprises that wo lee on every hand
are developing tbo county's resources at a
rapid rato and nro srouring immigration to
confines. Tho eounly has uo debt to

city yesterday after a two weeks' absence on
prospecting tour in behalf of the Chicago
Texas 4 Mexican railway. They report it
least 600 men at work on the Urtt 97 miles
and say that by next week the Trinity bot-
toms will be graded and ready for the trestle
work. Tbe entire 27 miles will be completed
within SO days. The fanners and citizens
all along the route are reported as enthusias-
ts friends ot the road and tbe city of Dalla.
