day are generally met by enactments
sufficient to cover the case and prevent
the trouble. The legislator la an ex-.

rious State codes are consulted it will
generally be found tnat statutes keep
pace with crimes and are comprehen-
sive enough to control abuses. But If
objenMonable features exist in a com-
munity and no attempt seemingly
by th custodians of the peace to pre-
v mt or correct them naturally the
general publlo becomes indignant and

in the demand for elaborate reforms.
The character of the remedy In these
oases is too ofton mistaken. It is not
the absnnce of law or thu inadequs-
cy of the statute that is subject to criti-
cism but theneeligence or favoritism

The Baltimore Manufacturers' Reo-
ord one of the bent and most widoly
circulated journals of its kind In the
United States reproduces some of
The Herald's articles on the subject
of More Money for Dallas as well as
for Texas. Besides the Rocord lend-
ing Eastern and Western papers aro
directing attention to our groat needs
and fine offerings. Besides theee a
largo number of the papers of this
State have been favorably commenting
upon our course therein. We are glad
to report that thus all along tho lino
the sentiments are now cchood. There
is imlflftd no valid reason why money
phould be so abundant so plethoric all
through the country so cheap in the
North and East and yet mr pnoplo In
Dallas bo charged rates ranging any-
where from 12 oer cent to 18 per cent
por annum by onr banks or through
their agencies.
The bank rate of money horo must
be reduced to at least 10 per cent per
annum; nnd our bankers might as
well make up thoir mind to realize the
early chaugo Wo recognize the fact
that backing institutions hsre can
combine entor into an agreement and

av encies in our midst will moat effect-
ually aid our people in the attainment

One of the obstacles we have to con
tend against ia the want ot confidence
in many things in Texas. Our home-
Ftoid law is deterring to Investors as
well as to commercial aalcsinen. So
too many londei .i are apprehensive of
over-valrations. The first objection
by prudence can be easily enough
overcome ihroueh proper examination
