Game's letter in response to the sen-
ate's -civil service res. -lui ions se t up
today is practically in substantial ac-
cord with the views of the pre-iden
and it is altogether probable trat in
the absence of congressional action on
the subject he will issue new rule--
hich will carry into effect the cba- ges
suggested by the searetary. The sec-
retary's reply in part tays:
'I believe that exprie-'ce has taught
that the order of May 5 lblXi was too
sweeping and that there should be
taken out of the classified service a
considerab'e numbar of plices that
were at that time classified. The mrst
important of thee place3 are in the
internal revenue service. The diffi-
culties which the department has ex-
oerienced in the admini- tratio i of the
rules as they now exist as appl e4 to
the internal revenue serv'ce have be-
come intolerable. I believe tnat all
positions of deputy colleciors of ictar-
ial revenue should be made excepted
places subject however to noi -aom-uetitive
examinatioDs. The collecto-s
who appoint the deputies are p-rtoral-ly
responsible for the conduct of their
subordinates. This responsibility cov-
ers not only the fidelity and inte grity
of those subordinates in their relation
to the government but extends to a

that these matters can be remedied by
the president by exempting certain

A CIVIL SKRVICE BILL.
The Republican Committee has Com
pleted its Work.
The bill for the reform of the civil
service law which has be-n drawn b
a special committ e of republican
members of the house of representatives
oppo-ed to the system in its present
form makes sweeping changes in the
pr snt system toe most important of
which is the establishment of a five-
Ter tenure of office for these employe
who f re brought within the terms of
the bill. The measure limits the ap-
plii anon of the civil service system to
tne deoarttnents in wasmogion ana to
such ether localities where the total
number of employes exceeds 25. All
appointees are commissioned for fivr
years with the power of removal
clearly regulated and ve6td in the ap
pointing power. It is provided how-
fver that no removal shall be made
for political or religious causes and
in case of removal ihe causes -sba 1

cord of the office
All per-ons now in the public service
ere to terminate their service five
years from the time that the act takes
effect. Tne measure recognizes the
general eligibility or these persons for
reappointment. It includes in the
civil service postal clerks and letter
carriers in offices having over 10 em
ployes exo-usive of subordinates. It
limits the civil service regulations to
clerks whose compensation is from
$U0to $1800 a year and includes
cler&s copyists computers counters
and dralt-mt-n.
It is pointed out that the essential
idea of the foregoing bill is to take out
of the civil service all responsible and
important offices limiting it only to
clerics in Wasnington and certain
large cities and in these cases fixing
the tenure of office of five years.
As the re-ult of the conference of
the republican members of the house

Representative Evans of Kentucky
