THE TEAR-DOWN PARTY.
There are a great many democrats
io El Paso who dissent heartily from
the letter and spirit of the resolutions
Adopted last Monday by tbe county
convention. To begin with the con
entlon declared for free silver and
against expansion thus antagonizing
tbe best element cf the party locally.
They commended Bryan enthusiastic-
ally although a leading democrat of
this city speaking for others besides
himself declared that Bryan far from
belner a statesman was not even a
patriot.
Most of the sections of the platform
are negative or denunciatory in char-
acter "opposing" and "denouncing"
this and that with small discrimina
tion. The only positive declarations
in favor of an j thing are those calling
for the election of senators by
popular votejand for the construction
OI toe .Nicaragua canal by tne govern
ment. Both of these measures are
strongly favored by the republicans
who have been mainly instrumental in
pushing them. Outside of these two
measures there is only one business
like declaration and that is the last
section commending -the late demo-
cratic legislature for refusing to enact
Governor Sayers's Jhlghly vicious tax
bill.
Ik is a curious-fact also that the con
vention permitted Judge Plemmons to
belabor Congressman Stephens and de
nouoce him as faitblesss to this com-
munity without attempting to offer a
word in reply. Since Congressman
Stephens took the pains to excuse his
absence on the ground of pressure of
public business and asked the con-
vention to instruct for him the action
of the convention-can be considered on-
ly as being an indirect rebuke to Mr.
Stephens.
The local democratic party shows by
Its declarations that it is in no respect
different from the other branches of
the party always denouncing oppos-
ing and tearinir down while the re-
publicans are progressing and building
up the prosperity of the nation. It is
democratic destruction against repub-
lican construction democratic retreat
against republican advance democra-
tic discouragement against republican
hope.
THE ONLY HOPE
The local democratic convention the
other day took occasion to "oppose the
policy of the-McKinley administration
In the Philippine Islands." Tbii de-
claration follows the expression of
Bryan-the demagogue but is decidedly
at variance with the view of thinking
men democrats or republicans.
This view which msiy erstwhile
democrats will express unequivocally
by their ballots in November.Is tersely
stated in a letter received a day or two
ago by a well known El Paso demoorat.
The writer of the letter is a naval of-
ficer of high rank. He i- a Virginian
by birth an ex-confederate and had
always been a rock ribbed democrat.
When Cleveland was inaugurated in
1885 he wont to Washington with a
train load of enthusiastic democrats to
"help turn tbe rescals out" as he was
fond of declaring. He served actively
during the Spanish war and lately was
stationed In the Philippines.
Now this open minded Jeffersonian
has changed his mind; be has corns to
realize the great mistakes that have
been made by certain irresponsible and
none too scrupulous politicians of con-
suming ambition who have used tbe
name of tbe democratic party to con-
ceal and keep warm their brood of
selfish and dangerous schemes. Thus
he writes:
Since the democratic party exists no
longer I can only hope for the re-
e'ection of McKinley and a republican
house. I want to seethe country up-
held before the world and I wlbh to
see tbe results of the Spanish war
cinched so tight that no one can ever
try toundo them. This can only be done
through McKinley and his party. I
have no faith in all this funny talk the
other fellows blow out. They give me
a pain.
There Is prophetic statesmanship in
the unadorned truth.
SALISBURY'S MISTAKE.
What did Lord Salisbury mean?
This is tbe question that is being
flashed back and forth around the
world. England is stirred while states-
men industriously proceed to twist
tbe British premier's remarks to suit
their own particular views.
Britain then fears Ireland. The
glorious British empire is apprehen-
sive of armed rebellion at its very cen-
ter. The Irish are ''powerless" they
are temporarily "erased" but English-
men may be sure that they will not
remain so.
The prime minister has unequivocal-
ly stated England's position with re-
gard to Ireland. "There is no hope"
says he- "that we shall give Ireland
practical independence for we have
learned from South Africa bow a dis
loyal government can accumulate arms
and thus secure a terrible advantage
f ollowing so close upon tne queen s
visit to Ireland and the shamrock in
cldent this statement must convict the
British government before the world
of tbe most shameful double dealing
and insincerity toward the Emerald
Isle.
The insult Is deadly and direct and
every Irishman in the world will take
it to heart. Think for a moment of tbe
effect this terrible arraignment will
have on the ardor of tbe thousands up
on thousands of Irish soldiers who are
fighting for the queen in South Africa.
Were tbe Irish a less genuine people
such direct evidence of the British
government's purely mercenay and
almost Inhuman attitude toward her
devote 1 soldier sons would result al
most certainly in a general revolt and
complete disorganization of the army

from the others soon. Many of the
states will have special buildings and
extensive exhibits. Ths amount of
money at the command of tbe exposi
tion authorities is nearly 16000000.
More than twenty large buildings are
included in the plan of the exposition
besides which there will be numerous
buildings for speolal exhibits.
Texas raises enough cotton to give
employment to 300000 mill hands In its
manufacture a fact on which the San
Antonio Express comments thus:
That would mean the support of some
hundred thousand families who would
supply the mill hands with various
commodities including milkand butter
and chickens and eggs and vegetables
and it would mean increased trade for
a greater number of family grocers ad
well as for other tradespeople and it
would mean increased business for a
greater number of real estate and rent-
al agents house builders and house
furnishers and greater prosperity all
around.
And Texas could double her crop of
cotton if tbe demand jn-t'fied it.
One of the missionaries who la urg
ing tbe government to collect ber
claim from Turkey puts in a bill for
$72 worth of boots and shoes; another
values her footwear at 876. Miss
Wheeler wants 31.138 for the clothing
she sacrificed and Rev. C. H. Wheeler
39000 for losses of notes and bonds
31 342 worth of clothing 3359 worth of
bedding and so on. Missionaries so
comfortably fixed but it is juet as well
to let every reader of the Herald do
his own reflecting. The first great
missionary had "no place to lay his
head."

There is no reason why there should
be any conflict tonight in the council
over the st-eet railway franchises.
There is no conflict in the plana of the
wo companies. Tbe Traction com
pany now professes to be ready to in-
stal electric cars as soon as tbe fran-
chises are eecured. Their line does
not contemplate a branch in the re
sidence part of town. On the other
hand the citlzers' committee say their
n want to build north we4 aod
east. Under the circumstances it
looks as if to grant botn franchises at
once would best subserve the in
terests of all since each proposed road
would be a feeder for theother.
Our people should make every effort
tD get together a complete mineral ex
hibit in cabinets that can be shipped
rom point to point. Already there are
four calls for such an exhibit aod we
ought to be in a position to respond to
every one. These are the Interna
tional Mining congress at M.l-
waukee this summer; the Transmis-
isslppi Commercial congress at Crip
ple Creek and the Pan American ex
position at Buffalo nextyear; and final
ly greatest of all the Louisiana
Purchase exposition at St. Louis in
1903. If El Pso is to be represented
at all of these places by a complete ex-
ibit it is tbe duty of every citizen who
is in s ny way interested in mining to
elp the prf j-ct in every possible way.

interesting reading. The absolute
solidity of these institutions is some
thing for El Paso to be prcud of. Noth
ing speaks so eloquently for the finan-
cial strength of any community as do
these periodical bank statements. A
sound bank means a conservative busi
ness tone that promises permanency.
El Paso business men cannot better

closing a clipping containing these
statements in tbe'r correspondence.
