Tbere are two- main reason wby
forest reaervea are being made in dif-
ferent part of tbe eouotry. One la to
conserve tbe regular flow of tba

etber la to save tbe timber .from total
destruction acd gradually to educate
tbe people up to true appreciation of
the common sense of practical foreatry
tbe treatment of timber as any other
orop and tbe blocking out of tbe work
of lumbering so aa to promote new
growtb and xcaictaln a perpetual sup-
ply of timber.
Tbere are thirty seven foreat re-
serves la tbe country at present hav-
ing a total area of some 70 COO square
miles. They comprise most of tte
large areas of foreat still owned by tbe
national government acd contain tbe
source of many important stream and
river which are recetaary in moat
caves for irrigating purpose. Con-
tra -y to tbe popular Idea these laid
are m t withheld from use. Tbey re
merely reserved from sale and settle-
meat in-order that tbelr usefulness
may be open to all tba people of tbe
section and that it may not be impaired
or destroyed.
There are no bard reatrictlons placed
upon t'le use of tbe timber off the re-
serves. It I true that In certain re-
gions wbe-e tte timber Is young and
sparse outtlog ia not allowed. But In
moat reserves lumbering ia permitted
provided it la carried on with due re-
gard t t'le rule concerning tbe min-
imum claneter and tbe removal of un-
derjrosti and cuttings so as to
preveot fir it and permit tbe saplings
to ma'. are.
Tbe forest reserve administration is
under tbe general land effice. One of
tbe obief dntiei of tbe supervisor
and rangers is to prevent and extin
guish Area. The beneficial effect of
tbe forestry policy 1 at last coming to
be generally reorgnizd even In the
west where at first tbere was bitter
opposition. Tbe people are beginning
to realize that the reserves are for
tbelr benefit and that of their children
who are protected agalost tbe grasping
lumberman who cares not for tbe

One of tbe greatest objections that
are beard against the forest reserves
In this arid belt la that of tbe sheep
raisers who claim that the abeep in
dustry would be ruined if tbe forest
tracts in the high country were with
drawn from use for grazing purposes.
It has not yet been determined whether
sheep and cattle destroy the foresta to
an extent to justify their exclusion. It
might be tbat by aettlng aside oertaln
tracts for grazing and reserving others
alternating in such a way as to permit
the young saplings to obta'n a fair
growtb the forests might be con
served and tbe atook industry dourlth
at tbe same time.
It is tbe common belief tbat the forest
reserve are not subject to tbe land
law. This is a mistake. Prospecting
may be carried on in tbe reterves with
out restriction and tbe same laws
apply to mining claims as apply out
side of the reserves.
This whole question 1 one tbat con-
oerna more than tbe people of a county
or district. It conoerns the whole
people and should be met and discus
sed In a spirit of fairness and justice to
all interests involved. In view of tbe
splendid work tbat baa been accom-
plished in this direction by tbe govern
ment it certainly appears to be bad
policy for a political convention to take
such a stand a did the New Mexico
tsrrltorial convention of tbe republic
ans tee other day.

more force from such a source than it

service itself . Tbe latter might be
accused of deMrlcg to create places
for partisan appointees but the grand
jury can be accused of no auch motive.
Tbe need for the river guards has been
long apparent and in view of tbe large
expense of trying tbe smuggling cases
and transporting the Chlnere and pau
pars from one place to another on the
border It would seem tbat it would be
far more economical to have more
guard.
One of fae fundamental principles
of modern trade is tbat tbe man-
ufacturer's or tbe farmer's duty is not
done when he has supplied wbat be
fancies to be the demand for hi par-
ticular class of goods but he must go
further and create a demand for his
goods. This is the essence of modern
advertising and is as true of cities
and nations as it is of individuals.
A writer is the Forum refers to

Many of these by-products in turn
give rise to a second series of most
interesting product. For example
corn oil vulcanized forma tbe bai of

ufaoture of abeet rubber boots linole
um wheel tire blankets and other
articles. Crude corn oil bae been used
in tbe manufacture of toilet soap. In
the rectified form It Is as clear a

a substitute for olive oil. Tbe porosity
of tbe cornstalk pith adapt it for
sheathing between tbe walls of battle
ships so tbat if tbe armor Is penetrated
this pith swells and automatically
closes ths leak. It a' so has peculiar
properties which render it of value in
tbe fabrication of floe paper varnish

and other explosives.

Mr. Holsinger stated tbat be was In

sioner of the general land office direct-
ing him to map out tbe boundaries
and report a early as possible aa to

out queation tbe reserve would be
made as soon as a proper report could
be forwarded.
A further Investigation will be
necessary In order to conform tbe
boundar.es to tbe actual timbered
district and this investigation will be
commenced early in November.

found In southeast New Mexico a
locality which wa remarkably sim-
ilar to tbe Santa Catallnas.
EL. PASO'S SUMMER RESORT.
Tbe Sacramento mountains formed
the only outing place or breathing
ground for tbe people of El Paso
Texas. For many years the rough
mountain foothills formed a barrier
against tbe general occupation of tbe
summit of these mountains and the en-
joyment of the oool Invigorating
climate by the people of El Paso and
tbe heated valley citizens . betook
them e ves to tbe various resorts on
the sea coast during the heated term.
Finally a trail was constructed but
this was only practical for those able
to endure tbe bard hips and fatigue
lnoldent to a two day's burro ride.
Later a wagon road was ooottructed.
and with this tbe mountains became
so popular tbat capital was attraoted
and a rsvlrcal waa constructed.
During tbe part summer 20000 peo
ple visited Cioudcrof t tbe spot chosen
for a summer resort.
TUCSON SUMMER RESORT
There is no reason wby the Catall
nas should not be equally popular.
The forest and fl jra is more vivid and
tbe scenery surpasses that of the Ss-
cramt ntos neither are tbe obstacles
to tba construction of a road so great.

PHOENIX SUMMER RESORT
The experiment of tbe Pboenlx Out
ing club baa Jemonatrated the popul-
arity of home resorts.
Tbe olub secured concessions lo the
Prescott forest reserve and established
itself at Iron Springs. CJulte a village
sprung up and some Ove hundred
Phoenicians summered tbere instead
of going to Los Angeles and sea coast
resorts.
The money heretofore spent la Cal
ifornia was spent at borne. So popu
lar has tbe place become and so great
tbe demand for building space tbat
tbe olub has been obllsed to limit the
sale of lots to 200. There being water
only sufficient for 1000 people at tbe
single sprlag which is tbe sole water
supply.

in 12 hours this summer. A conserva-
tive estimate of tbe dlstanoe is 25
miles and it is possibly less."

Mr. Holsinger stated that upon his
application for the stocking of Wilder
ness Uan von witb rainbow trout Mr.
Frank Webber in whose name the
application was made bad been noti
fied tbat a consignment of fish would
be sent out for tbe Catallnas within
60 days.
Tbe board of trade in corjunctlon
itb Mr. Webber are now arranging
for the transportation of tbe speckled
beauties to their new mountain home.
Mr. Webber states that while Sa-
blna Canyon was dry this year for
the first time in the history of Arizona
yet at the dryeet time there waa an
abundanoe of running water in Wild-
erness Canyon.
