None of the moneys appropriated by this Act may be expended in be-
half of the Texas Research Institute of Mental Sciences if the Dean or
Assistant Dean of any denominational college of medicine acts in any
advisory capacity on the policies or programs of said Institute. It is
the intent of the Legislature that said Institute and its out-patient
clinic shall be governed solely by the Board of Mental Health and Mental
Retardation and shall be subject entirely to said Board's policies and
regulations pursuant to Section 6, Chapter 427, Acts, 1957, Fifty-fifth
Legislature. None of the moneys appropriated hereinabove to said Insti-
tute, or by this Act to said Board, may be expended by contract or
agreement with any denominational college of medicine for operating said
Institute.
