WASHINTON (ARNEWS) President
Carter’s Civil Service reform proposal re-
ceived its first major victory Thurs. Aug.
24 when the Senate overwhelmingly ap-
proved the measure by a vote of 87 to one.
If the measure eventually becomes law
veterans as well as civil servants may feel
the impact of the reform. The Senate
passed version sets a pay ceiling for so
called “Double Dippers” and protects
veterans hiring preference for disabled
veterans.

‘Double Dippers’may soon
face a possible pay ceiling
hiring preference was lessened some by an
amendment that expands the practice for
disabled veterans.
Other Senate-approved amendments in-
clude a review of the merit system’s pro-
tection board rules and regulations an
evaluation of “critical elements” of job
performance limits on federal involve-
ment in state and local personnel matters
allowing the special counsel to insist on in-
vestigations of employee allegations and a
provision for judicial review of federal
labor relations authority unfair labor prac-
tice decisions.
These and other amendments to the
legislation tend to water down the original
proposal to include even more con-
servative restrictions to President Carter’s
liberal reform proposals.
The House is expected to consider the
legislation after returning from its Labor
Day recess.
