287-DUMB the installation
hotline for eliminating wasteful
or useless management prac-
tices responds to recommen-
dations and comments made
by callers. The following are
some of the comments made re-
cently.
Q: The Commissary has a
practice of not allowing you to
take a shopping cart that you
get in the parking lot into the
building. It seems kind of
dumb that when all the carts
I are out and there are several of
them sitting in the parking lot
that you can’t go get one of
them and use it in the Commis-
sary.
A: You hit upon a key ele-
ment here when you say “all of
the carts are out.” This occurs
hen th om issary has
more shoppers than carts
usually on paydays. When this
happens the only appropriate
measure is to give the carts
from the parking lot to those
folks at the entrance who have
been waiting the longest. I’m
sure you can appreciate this
procedure. As for the carts in
the parking lot you will agree
that that’s an everyday occurr-
ence whether at the Commis-
sary or at the su erm ark et
downtown. Some patrons use
the carts to get their groceries
to the car and then leave them
in the parking lot. Our baggers
do round them up when they
take som eone’s groceries to
their car but there will always
be a few that can be found out
in the lot.
Q: I think it is ridiculous to
pay $5.70 for a six-pack of beer
at the snack bar at Belton
Lake. Beer on post can be
bought for approximately $3 a
six pack. Why does the snack
bar at Belton Lake charge so
much?
A: The Installation Club Sys-
tem is now running the Hide-
away Inn snack bar at Belton
Lake. The price of beer at the
snack bar is the same as it is
throughout the officers’ and
NCO/enlisted clubs. The club
system is prohibited from sell-
ing packaged malt beverages
(six-packs cases and kegs of
beer) for consumption off or on
rem wises at pack ag store
prices or reduced prices. There-
fore whether a’ customer buys
one beer or six we are required
to charge the bar selling price
in this case 95 cents a can. There
are plans of opening a small
package store outlet in the
Hideaway Inn with the stocks
limited to beer and wine. When
it |s opened late summer or ear-
ly fall this should resolve the
role ic you av
addressed. There is no inten-
tio a tso of tak in
advantage or “ripping off’ sol-
diers and families using the
Hideaway Inn or any other club
fapility.
Q: Why is it that a retired
military person cannot eat in
military dining facilities
when civilian workers are au-
thorized to do so? I think this
is highly unfair.
A: On a day-to-day basis only
active-duty soldiers and the KP
contract employees on duty are
authorized to eat in the dining
facilities. Because the meals are
planned to feed a designated
number of individuals we can-
not operate the dining facilities
in a manner like a commercial
restaurant. However on special
occasions such as holidays
organization days and unit
reunion^ military retirees
family members and guests of
active-duty soldiers can dine at
the facilities.
Q: I would like to know why
M882s and M884s are sitting at
the cannibalization point
holding area when we have
vehicles deadlined for parts
that we could be getting off
those vehicles? The Army is
spending all that money on
those parts for us when we
could get them right here at
Fort Hood from the cannibali-
zation point.
A: The cannibalization point

has been releasing parts from
M882s and M884s and will con-
tinue to do so. At present there
is in su fficien room in the
“stripping area” not only for
the M882s and M884s but also
M885s and other type equip-
ment. This equipment is re-
tained in the holding area until
it can be relocated into the
stripping area. Although equip-
ment is in the holding area cus-
tomers have access to parts on
this equipment if he or she will
let cannibalization point per-
sonnel know their req ire-
ment. To the cannibalization
point personnel’s knowledge
no one has been denied parts
from the M882s and M884s if
the part was on the vehicle and
not a direct exchange item.
Q: I would like to know why
it takes three months to get a
pap smear at the Woman’s
Health Clinic at Darnall Army
om unity osp ital? If
appointments are filled up
that fast then women should
be able to get a nonavailabil-
ity statement so that they get
the pap smear taken care of. In
other people already
know. Enjoy the
great taste of Pepsi.
And enjoy big
savings too.

like this only comes

have something very serious
wrong with her without even
knowing it.
A: We are sorry that we are
unable to provide quicker ser-
vice in this area of preventive
medical care. We employ our
understaffed OB/GYN physi-
cians primarily in the care of

routine pap smears and so the

continue to try to reduce this
backlog but will probably al-
ways have some in view of the

gible for preventive care
