son. Every person found on the!
streets outaide the few streets
where 'business is carried on all
night will be halted by officers in
plain clothes and required to give
an account of himself. He will
be asked his name residence and
the cause of his being in the streets
at so late an hour. Every person
so accosted who will give the re-
quired information will be allow-
ed to proceed. Persons who re-
fuse to answer the questions or
who shall act in a suspicious man-
ner or have weapons or tools that
might be used in their possession
will be placed under arrest. By
this rigid method it is hoped that
many of the midnight prowlers
who have committed so many
murders and burglaries recently
will be captured or frightened
away from the city.
Good Work for Texas.
"The people offthe north and
east will have the grandest oppor-
tunity they have ever had for vis
iting Texas." said General Pas-
senger Agent "W. S. Keenan of
the Gulf Colorado and Santa Fe
railway to a News reporter yester-
day. "All of the lines doing bus-
iness in Texas have agreed to put
on sale on the second Tuesday in
December January February
March April and May round trip
winter tourist tickets to Texas
points at a rate of one fare good
for thirty days and with stop-over
privileges. People are hunting
land in small tracts now and want
to get into a country where they
do not have to put in all the open
season laying in enough to feed i
them throngh the long cold sea
son when everything is frozen up;
Ithey are hunting a country where

all winter ana where they can get j
out of doors and enjoy the bright
sunshine and genial warmth of
this glorious climate. They are
coming to Texas and they are go
ing to come in large numbers be-
cause the railroads have now gone j
to advertising the advantages of
the soil and climate in Texas.

speculators have up to this time
done nearly all the advertising of
Texas that has been done but
now the railroads are doing it and
Texas will be heard of all over

the first objects to engage the at-
tention of congress when it con-
venes in regular session will be
new banking and currency system.
For the past two weeks Congress-
man Springer of Illinois chairman
of the house committee on bank-
ing and currency Senator Voor-
hees of Indiana chairman of the
senate committee on finance Con-
gressmen DeWitt Warner of New
York and others who would be
prominent in any legislation on
this subject have been engaged
in frequent consultations with the
president secretary of the treas-
ury the comptroller of currency
and other-financial oflicers of the
administration with a view of pro-
posing legislation which will meet
the necessities of the government
and provide a larger and more
couvertable circulating medium
without involving any oi the finan-
cial and political embarrasments
that would grow out of the revi-
val of the fiat money days.
