a huge supply Coleman has already
done so Albany is completing an en-
larged supply Balrd and Cisco and
half a. dozen other places are perm-
anently solving tho problem. When
all these water projects nro complet-
ed ono of West Texas's biggest wor-
ries will bo eliminated and this sec-
tion will start on a new era of devel-
opment and city building. It Is but
a step from an ndequata municipal
supply to a project that will Irrigate
thousands of acres of fertile farm

will have immenso areas under Irri-
gation and thoit it will become the

ern city of a widows' protective league
Is the outgrowth of a realization that
too many women deprived of the coun
eel of a husband in pecuniary affairs
aro regarded as fair game by sharp-
ers and swindlers of every kind. No
blue sky law can bo devised that is
proof against the operations of this
gentry who prey on the Inexperionced
in evory state. Recent disclosures con-
cerning swindling operations in Chi-
cago and New York too havo shown
a disproportionate number of widows
amopg the victims. Clearly It is time
that Something should de done.

wavs of commerce and trade. It is no

these matteis and It Is more than

ulates that tho ago of chivalry Is pass-
ing away. Thoro is ono lesson In this
connection which It oght not to bo
hard to impress on tlio minds or wid-
ows and others who mako tho busi-
ness of swindling profitable and that
Is that tho so-called business propo-
sition that promises moro than a fair
dividend on investment ought to bo
viewed with suspicion on that ground
alone.
Cupidity is a powerful ally of tho
confidence man everywhere. It Is .pe-
culiarly necessary for tho Inexperienc-
ed investor to cultivate contentment
with a moderate which is vastly more
likely to bo a safe return.
