notice by publication that the city Council of the City ot Bryan haa ordered
the paving and grading ot portions of Lamar street from the Eaat line ot
Dallas street to the Eaat line of Ennts street (now College) to the West
line ot Hutchlna street; Monroe street from the East line ot Dallas street
to the East line of Ennis street; Ennls street from Monroe street to Adams
street; and Fannin street from the West tine of Dallas street (now Col-
lege Avenue) to the East line ot Main street to be Improved by grading and
paving of same together with the Installation ot concrete curbs and gutters;
AND WHEREAS btds were received for said Improvements and said
contract was awarded to The Kaw Paving Company ot Topeka Kansas
for the paving and grading and the Installation ot concrete curbs and gutters
on the bebore named streets and the specified portions thereof and upon
the execution ot said contract of date August 10th 1916 and a supplemental
contract of date February 3rd 1917 The Kaw Paving Company of Topeka
Kansas has duly given bond for the faithful performance ot said work

as to the cost ot said Improvements and all other matters required by
said ordinance and resolution:
AND WHEREAS according to tbo report and written statement of
the City Engineer having been approved byne City Council the total cost
of said Improvement is as follows: .
The total amount to be assessed against the abutting property owners Is
for Improvements on said streets 114931.05 for the paving and grading In-
cluding curbs ni gutters;
Against the City of Bryan 110639.88.
And It appearing that the following named persons and property
owners residing on Monroe Ennls and Lamar streets In the City of Bryan
by written petition have petitioned the City Council ot the City of Bryan
to Improve said portions ot the aforesaid named streets with asphaltlo
concrete pavement and the Installation of concrete curbs and gutters:

And which foresaid property owners have agreed contracted and obli-
gated themselves Individually In writing to waive all notice of a hearing
and have In writing waived all notice of a hearing also the cost of said Im-
provements and as to the benefits to be derived therofrom and as to all other
matters and have agreed and obligated themselves In writing to pay for
said Improvements their proportionate amount of the costs of said Improve-
ments according to the estimate of the engineer of the City of Bryan and
have agreed to authorize the City Council ot the City of Bryan to Issue as-
sessment certificates against each owner and his property for their propor-
tionate part of the cost of said Improvements abutting his property on any
' of the aforesaid namod streets In five equal Installments the first to be paid
thirty (30) days after the completion and acceptance by the City; one In
twelve months; one In twenty-four months; one in thirty-six months; and
' one In forty-eight months which petition and waiver is of record In tlio Min-
utes of the City Council of the City of Bryan to which reference Is here
made and all persons residing on the aforesaid named streets who have
waived and not waived notice of a hearing in accordance with the said
written statement and report of the Engineer are as follows: the names of
such owners of property and the description of their said property and the
amounts contemplated to be assessed against them and their lot or parcel

Austin Texas Feb. 13. Regulation
ot the price ot cotton In Texas by an
amendment to the state constitution
to be voted on at the July primary in
1918 Is proposed by Senator J. C. Me
Nealus ot Dallas In. a resolution Just
Introduced In the upper branch of the
legislature.
The minimum price of cotton would
be fixed at 14 cents per pound by the
resolution.
The resolution also authorizes the
tate not only to buy cotton but also
empowers it to loan money on cotton.

Normal Institute at Huntsvllle has
accepted the position "of state agent
In home demonstration work for the
extension service ot A. and M. Col-
lege effective at the close of the ses
sion at Sam Houston. Miss Harris
will succeed Miss Bernlce Carter who
has resigned and will leave the serv-
ice In a few weeks. In addition to the
duties of state agent In charge ot the
county home demonstration agents
girls' clubs etc. Miss Harris will have
genoral supervision of all the work for
rural women now conducted by the
extension department of A. and M.
College In co-operation with the Unit-
ed States department of agriculture.
Miss Harris Is an A. B. graduate of
the University of Tennessee 1908
where she held the Lewlson scholar
ship In home economics and was as-
slstent In home economics 1007-08;
was a teacher of Latin and domestic
science In San Marcos Baptist Acad
emy 1908-11; student In home-eco
nomics University of Tennessee sum
mer 1910; bachelor of science Colum-
bia University and diploma In Home
Economics Teachers' College 1912;
Instructor In home economics. South-
western Louisiana Industrial Institute
1912-13; instructor In short course. A.
and M. College. College Station sum
mer 1913; graduate student In Colum
bla I nlverslty summer 1916.
Miss Harris Is a daughter of Rev
w. M. Harris D. D. a distinguished
Baptist prescher who was pastor at
Calveston for scversl years and later
pastor at Texarkana. and Is now at
Thomasvllle. Ca. Her entire girlhood
was spent In Texss and all her college
training and teaching has been direct
ed In home economics. The work to
which sho Is now called Is perhane
the largest undertaking In extension
work for rural women In the United
