2—Fire alarm communications, 3—Water
supply, 4—Reserve man power and me-
chanical equipment, 5—Building construc-
tion, 6—Protection of industrial production
of gas, electricity, steamed petroleum prod-
ucts, 7—Fire protection of commercial fa-
cilities.
The movement is to see that the fullest
protection be given in these days against
the dangers of the saboteur who might
under the items of water supply, and items
hold ba< k the program of defense by fires
6 and 7.
All civilians are asked to
lend the heartiest support in the program,
and it is pointed out that such cooperation
at home is quite as important as is the ef-

Local Fire Defense
The fact that in 1940 fire losses in
the Unitedl States rose to approximately
$300,000,000, Frank Bane, director of
state and local cooperation in the Office
for Emergency Management, urges that
the trend be stopped and that the Nation

power belongs properly in the
executive, not in the legislative
branch, the reasons why the audi-
ting function should not be hand-
led by a Goveror's appointee are
quite clear. The auditor ought to
be entirely! independent of the
departments whose work he must
scrutinize. Bear in mind that
while the Governor is not per-
sonally the executive head of de-
partments under his appoinBment,
he is finally responsible for
them. An auditor appointed by
the governor is in effect merely
his man. And Texas is not unfa-
miliar with occasions in its his-
tory when Governors themsehves
have needed nonpartisan auditing.
This' newspaper has long con-
tended for legislative appointment
of this one officer and in two
successive campaigns has urged
upon all! of the candidates en-
dorsement of the principle. Most
have done so. While W Lee O'-
Daniel did not pledge his suppoi
of it in 1938, he nevertheless
made it an arly rcofnmendation
of his term, of office and a cam-
paign promise of 1910.—Dallas

pearing about a local official.
One man on reading part of it,
got so mad, he turned red in the
face and thrust it back to the
proprietor and said Stake this
[ paper before I get any madder—
I haive read all 1 want to read."
The people are still asking foi
a copy of that paper, but we ran
out in a little while after the
edition was off the press. That is
,iust one incident about how the
people want the Press and why
they say it is the only paper they
can get which tells the truth an J
plays fair with the people in giv-
ing them the news.
The paper does not make u
the stories it prints—it prir
what is happening, especially of s:
public nature. The story may be
on you next time, but if you like
to read it about others, then be
willing to have it printed about
yourself.
And this talk about boycotting
tho^e who voted in the opposite
way from you, or of working for
the election of another—tlhat
vote brother that was registered,
was against that very thing. Peo-
ple are coming in every day and
telling us how they haive told in
days gone by and of late how
threats were passed along about
withholding friendship or some
kind of courtesy of favor, if they
do not baifc their man.
So it's time to snap out of that
boycott business and get out of
the level of the gangster spirit
] in Denison and live on the high
leivel where the atmosphere is
fresih and the breathing whole-
