★ Happy New Year Mr. Cubmaster, Mr. Scout-
master, Mr. Advisor, and through you to two
and a half million members of our great organi-
zation.
The secret of a happy year for the leader
of a Unit in Scouting lies in the success of his
leadership. If he feels that his is a thriving Unit,
its leadership, program, and -membership up to
standard, with the net result of it being happy
Scouts growing in character and the traits of good
citizenship — then he is indeed a happy man.
All of that's behind our wish for a Happy New
Year! What can we do, working together in 1951,
to bring that kind of happiness to you?
The Strategy of 1951
The new year has its own distinctive strategy —
its own special recipe for happy, successful Unit
leaders. Note this:
We have been engaged in a Crusade during the
past two years. This crusade has brought new
health and vitality to the Movement. It has brought
new life to many a Pack, Troop, or Explorer Unit.
Now with the same slogan to "Strengthen Lib-
erty" on our crusade banners in 1951, we are to
take the year to "consolidate our position." What
does that mean?
Ask any field commander. After a successful
advance you take time to strengthen your line. You
straighten out the bulges; you fortify any vulner-

able spot; you close up your ranks; you train and
prepare and improve so that you are ready for the
next great push.
So it is in any of life's conquests. So it is in the
onward march of Scouting.
There has been prepared for every Pack, Troop
and Explorer Unit in America a guide for this con-
solidation of the Units' position — for strengthen-
ing the Unit Line in 1951. It is really a tool for the
use of Unit Leaders in self-analysis and local
planning.
It sets forth in simple terms what the successful
Pack or Troop or Explorer Unit should be doing
during 1951, and over against that gives Unit
Leaders the opportunity of writing their own
for their Unit — Strong Leadership! Strong Pro-
gram! Strong Membership!
This little device, dealing as it does with the
specific elements of Unit operation, becomes really
the leader's guide to happiness in 1951.
A Great Three Year Program Ahead
Meantime, every Unit Leader should know that
there is a great three-year program in the making
for 1952, 1953, and 1954. The three years will be
marked by many dramatic events, starting with
the initiation of the program in Boy Scout Week,
1952, and including such great undertakings as
another National Jamboree.
The three years will be marked by new achieve-
