Hill school which 1 had the pleas-
ure of attending onvthe 15th. inst.
This school has been under the
management of Broil-1. W. Parker
for the past year. Prof. Barker is
a thoroughly Competent teacher
and his tvork at Colony Hill is ap-
preciated alike by patrons and
pupua.. i
The examiuatiofi took place in
the morning and.in the evening
there were recitations contests for
prizes and refreshments. The pu-
pils evinced careful training and
close application to their studies.
The contests for: prizes were very
interesting and showed great
thoroughness ok the part of the
pupils. The prises-were awarded
as follows : SpeSing Essie Neisom
Mattie Spears iGeorgo Elliott and
Addie Wells ihey having receiv-
ed the greatest number of head-
marks in theirrcspective classes

Road Amendment.
Section 1. Eesolved by the
Legislature of the State of Texas :
That Section 9 Article 8 of the
Constitution of the State of Texas
be so amended .aB to hereafter
read as follows:
Article 8 Sec. 9. The State
tax on property exclusive of the
tax necessary to pay the public
debtand of the taxes provided for
tho benefit of public free schools
shall never exceed thirty-five cents
on the one-hundred dollars7 valua-
tion ; aud no couuty city or town
shall levy more than twenty-five
cents for city or county purposes
and not exceed fifteen cents for
roads and bridges on the one
hundred dollars' valuation ; except
for tho payment of debts incurred
prior to the adoption of the amend-
ment September 25 A. D. 1883;
and for the erection of public
buildings streets' sewers water-
works aud other permanent im-
provements not to exceed twenty-
five cents on the one hundred dol-
lars7 valuation in any one year
and except as in this Constitution
otherwise provided; and the Leg-
islature may also authorize an ad-
ditional annual ad valorem tax to
be levied aud collected for the
further maintenance of the public
I roads : Provided That a major
ity ot the qualified property tax-
paying voters of the county vot-
ing at an election to be held for
that purpose shall vote such tax
not to exceed fifteen cents on the
one hundred dollars' valuation of
the property subject to taxation
in such county. And the Legisla-
ture may pass Ipcal laws for the
maintenance of public roads and
highways without" the local notice
required for special oi local laws.
Sec. 2. That the Governor of
Texas be and he is hereby requir-
ed to submit the foregoing resolu-
tion to a vote of the qualified
electors of this State at the next
general election.
Sec. 3. That those voting for
the amendment shall have written
or printed on their ballot: "For
amendment to Section 9 Article 8
of the Constitution" and those
voting against the amendment
shall have written or printed on
their ballot : "Against amendment
to Section 9 Article 8 of the Con-
stitution." Approved April 6 1889.

Commission Amendment.
Section 1. Be it resolved by
the Legislature of the State of
Texas: That Section 2 Article 10
of the Constitution of the State of
Texas be amended so as to read
as follows:
Article 2. Bailroads heretofore
constructed or which may hereaf-
ter be constructed in this state
are hereby declared public high-
ways and railroad companies com-
mon carriers. The Legislature
shall pass laws to regulate railroad
freight and passenger tariffs to
correct abuses and prevent unjust
discrimination and extortion in
the rates of freight and passenger
tariffs on the different railroads in
this State and inforco the same
by adequate penalties and to the
further accomplishments ef these
objects and purposes may provide
and establish all requisite means
and agencies invested with such
powers as may be deemed ade-
quate and advisable.
Sec. 2. The foregoing consti-
tutional amendment shall be sub-
mitted to a vote of the qualified
electors for members of the Legis-
lature of the State of Texas at the
next general election for State
and county officers at which elec-
tion all voters favoring said pro-
posed amendment shall write or
have printed on their ballots the
words. "For the amendment to
Article 10 Section 2 of the Con-
stitution relating to railroads;"
and all voters opposed to said
amendment shall write or have
printed on their ballots the words :
"Against the Amendment to Arti-
cle 10 Section 2 of the Constitu-
tion relating to railroads" Provid-
ed That the said article and sec-
tion of the Constitution may be
indicated on said ballots either by
words numerals or figures. The
Governor of th State is hereby
directed to issue the necessary
proclamation for srid election and
have the same published as re-
quired Jy the Constitution and
existing laws of the State.
Approved April 8 1880".

Alien landlordism.
Kansas Farmer.
A bill was introduced in the
House of Representatives a few
days ago to prohibit the owner-
ship of lands in this country by
aliens. Tho committee present-
ing tho bill had made a careful ex-
amination of the subject and in
their report they have ascertained
with reasonable cjsrfainty that
"certain noblemen of Europe prin-
cipally Englishmen have acquired .
and now own about 21000000
acres of land within the United
States." The committee say far-
ther: "Wo have not sufficient in-
formation to state the quantity
owned by aliens nor is it so im-
portant as it is generally held in
small bodies. This alien non-resident
ownership will in the course
of time lead to a system of land-
lordism incompatible with the best
interests and free institutions of
the United States. The founda-
tion of such a system is being laid
broadly in the Western States and
Territories. The avarice and en-
terprise of European capitalists"
the report continues "have caus-
ed them to invest many millions
in American railroad and land
bonds covering perhaps 100000
000 acres the greater part of
which under foreclosure sales
will most likely before many years
become the property of theso for-
eign bond-holders in addition to
their present princely posses-
sions." The bill declares all foreign-born
persons who have not
been naturalized incapable of tak-
ing titles to lands anywhere within
the United States except a lease-
hold for not exceeding five years
and it has no retroactive but a
prospective operation. It also
contains a provision which will
compel alien land-owners to cease
to be such or to become citizens
of the United States within ten
years. In conclusion the report
says : "With the natural-increase
in people and tho 500000 foreign-
ers who flock to our shores an-
nually and by competition reduc-
ing the wages of labor making the
battle of life harder to win; how
a few years hence to provide
homes for our poor people is a
problem for American people to
solve. The multiplication of the
owners of the soil is a correspond-
ing enlargement of the number of
patriots and every land-owner in
this country should owe allegiance
to the United States."
