Germany and the United States began
today' to act with reference to arm-
aments In acordanco with the spirit
and purpose of the Hague Conference
the 'peaco and order of tho world
would bo restored -tomorrow said
Edwin D. Mead of Boston In his ad-
dress at last night's session of the
Natlonnl Peace Conference. It Is un-
necessary to go further the speaker
said because those three .nations coiif
trol the situation and they are the
chief sinners. Mr. Mead continued!
;'In 1898 Great Britain spent on her
navy $124000000; Germany spent ?29-
000000; and the United Stales spoilt
.$50000000 Last year Great Britain
spent $1700.00000; Gorrnany $83000-
000; and the United States $104000-
000. Tho Increase In precisely the ten
years when there should have been de
crease was enormous. Our own army
expenses last year were as great as
' our navy expenses. Our navy ex
penses this year wll lamount to $30-
000000 more than last year. We are
today paying for expenses of past
wars .and preparations for future wars
65 per cent practically two-thirds of
t our national revenue leaving barely
one-third available for all construc-
iivji purposes. This is what has come
about in ten years In three nations
because the Hague Conference In 1899
did nothing about- reduction of arm-
aments." Mr. Mead addressed his remarks to
the largest -of .the present session of
the Congress; Many ladles were also
present. The delegates filled the big
halj to overflowing and many used
Improvised seats In the' aisles. Much
enthusiasm' was manifested through.

The. speaker continued:
"The .'continued and rapid develop-
ment during the "decade of provision
for the peaceful settlement of Interna-
tional disputes has been something un-
paralleled 'In history.
"The failure to decrease the machin
ery of war as we Increase the machin-
ery of the law above all the actual
enormous Increase of armaments at
such a time by the nations party to the
Hague Conference Is .rank infidelity
to the. spirit and purpose of these con-
ventions. One thing alone could 'Jub-
- tlfy or excuse it; sqme obvious new
danger.- Is there any such new dan-
ger? We need not now meddle with
other people's affairs? How is It with
ourselves? Our Increase in naval
armament in these ten years has been
something porteiftious. No nation has
a. worse record; perhaps no other has
such :a bad record; Blnce we unlike
England and Germany have no provo-
cation or excuse. We have no Jealous
neighbors no great merchant marln6
to guard no concern about food sup-
ply no exposure to Invasion or attack
we are in no danger whatever Jf we
behave ourselves."
Mr. Mead expressed regret that the
United States now tokos the lead In
building larger ships than anytww
existing thus forcing up. the standard
of nil nations. Continuing he said:
"So far from each now Dreadnaught
proving nn added bond of security
and peace according to theory each
. one on elthpr side proves an added
menace a new sourco of suspicion
enmity and danger."
The speaker referred to the visit to
South America of Former Secretary of
Stiyte Boot saying that he elicited
vastly more Impressive expressions of
friendship In every South American
capital and accomplished things of a'
vaBtly more constructive character
than all the sclxteeu noisy battleships

Tho Afternoon Session
Dr. Wu Ting Fang the Chinese min-
ister was among the speakers nt the
afternoon session. The Minister ex-
pressed himself ns especially proud to
address tho Congress because the na-
tion he represented Is famed for Its
love of peaco.
"It Is not however that the Chin-
ese are afraid to fight." said he.
"When compelled by necessity they
made ft good record for themselves It I
Is their disposition their education. '

Dr. Wu continued:
"I am very happy to bring to you to-
day ths greetings of the oldest Em-
plro of the world of which 1 have tho

peace. When It is remonlborcd that
China has a population of four hun-
dred million you will ngrce wltji mo
that this attitude on tho .subject of
war and peaco is of some Importance
to tho world nt largo and I can assure
you that whatever other changes po-
litical educational or social may take
place in my country her traditional
pllcy of' settling disputes by discus-
sion and amicable moans will not be

of others so often tho cause and pre

Itov. James L. Tryon secretary of
the American Peaco Society had for
his subject "Recognition of the Peace
Movement as the Greatest of all Re-
forms." Ho paid particular attention
to the London Congress In .1908.
"The progress pf the peace move
ment Jb registered by its international
congress" he said. "Tho first of the
Congresses was held In London In
18-i3 nnd wns the realization of a sug-
gestion made by Joseph Sturge a
member of tho Society of Friends in
Birmingham England. Mr. Sturge
while on a visit to Boston impressed
the idea of an International conference
of the peace "workers upon tho
American Peace Society which as in
the caso with the New York and Chi-
cago National ConrgessfeB became Its
imitator nnd co-operated to bring it
to success. Other international con
gresses were held In London In 1850
1890 and 190S.
"Between the first and the last of
these congresses the peace movement
has become recognized as the greatest
reform of the ago. The glowing visions-
of Its apostles once laughed at or
treated with disdainful silence are
now embodied In the law of the world.
Arbitration by treaty agreement as a
rational substitute for war securing
justice through an International court
always ready to sit In judgment on
controversies this and two Hague Con
fereuces the last of which brought to-
gether all the civilized nations pre-
paring the way for the future Parlia-
ment of Man Is the astounding result
of an organized agitation of less than
a hundred years."
" He' summed lip at length the 'recom-
mendations made by the London Con-
gress saying in conclusion:
"The Congress reafllrmeu Its old
position of. previous congresses that
peace principle would be taught alike
to the' pupils of schools and to the
college students .that teachers qhou.ld
be associated with peace societies in
popularizing these principles that mil
itary training arid all militarist pro-
paganda should be kept out of tho
schools a detrimental to true educa-
tion .and that a more humane inter-
pretation of history take the place of
the glorification of war. Tho Congress
extended Its sympathies for all those
measures that tend to bring justice to
oppressed peoples and' urged upon
Turkey at that moment by a peace-
ful revolution placed under a' consti-
tutional government fair dealing with
nil classes of hen people."
