V. C. Penn the Cotton Buyer Says
Conditions Could Be Much Worse
Sees Better Prices.
W. G. Penn of Ballinger the
leteran1 cotton buyer of West
Texas who has been buying cot-
:on here ever since San Angelo
vas a cotton market stated last
kvenimr to the News reporter
mat cotton conditions through-
put the Concho country were not
fis bad as some people pictured
:ltem by a good deal.
"The firm I represent" said
Mr. Penn 1" requires that a care-
ul investigation of the territory
;he buvers work in be made each
earat this time to ascertain the
creage planted. . I have taken
everal trips over the country
andhave made many inquiries
regarding cotton conditions. The
'esult of the investigate ons have
een that cotton in many places
ppearstobe all right and as
ood as could be expected.
ght close to San Angelo it
ight be much better than its is.
do not think there is any seri
es cause for alarm though for
eConcho country will come
out with colors flying. Condi-
tions have been much worse."
Mr. Penn was asked what he
thought of cotton going to 20
cents a pound. In reply he said
that such a thing might be 'pos-
sible but he thought cotton con-
ditions all over the country -were
a little too good for such figures
to be reached unless something
extraordinary happened. San

Are Now Prepared to Swear by the Con-
duct of Each Other Upon the Return
of the Visiting Wive.
The widowers of Brownwood
that is the husbands " who are
left lonely by their wives who
are spending the summer in the
North or visiting relatives call-
ed a meeting Saturday night and
perfected an organization to be
known as the "Widower's Band"
or "The Friends in Need -Society"
or something similar to
those titles. The Bulletin re-
porter who was attempting to
overhear the proceedings of the
meeting thought several times
that he could distinguish the
voice of a member of the Bulletin
staff taking a prominent part in
the arrangement of the constitu
tion and bylaws of the new
order.
From the best information
that the uninterested reporter of
this paper could obtain the laws
governing the organization are
very stringent. One of the
clause demands that each mem-
ber of the order must tell abso-
lutely nothing regarding the con-
duct of any other member and
that after the return of the
wives from their visits each
and every member is tomake it
a point to see the othe fellow's
wife and inform her how perfect-
ly lovely was the deportment of
her hubby during her absence.
The charter membership con-
sisted of eighteen husbands and
it is said that several new appli-
cations have been handed in to-
day. It is said that the follow-
ing questions are some of the
ones propounded a candidate for
admission to the club:
"Are you bothered with ln-
somia" "-Have you an absolute
aversion to water as a beverage'
Have you a slight palpitation of
the heart with a recent grow-
ing inclination to flirtation?"
If a candidate can answer
these and other queries in the
affirmative he is admitted with-
out further ado and stands the
treats to the crowd.

Accurate and Interesting.
Judge C. H. Jenkins today re-
ceived a shipment of books which;
he will donate to the library. !
The books are a "History of Our
Country" compiled by Edward
S. Ellis professor of History in
Harvard University. The books
are well bound illustrated and
equipped with marginal refer-
ences making them a very valu-
able gift to the library. The
eight volumes give a complete
history of the country since dis-
covery and information can be
had through them that would
take weeks to gather through
other sources. The reading pub-
lic will greatly appreciate the
gift the selling price of which
is $56.
