GISD Trustees Vote to Keep
Bus Transportation System

The Garland ISD Board of
Trustees has unanimously
passed a motion to keep the
bus transportation system
under local control.
In a special meeting at the
Harris Hill Administration
Bldg. last week, the Board
said the move would be
subject to cost efficiency cuts
and Transportation Depart-
ment salaries would be set
according to a discrepancy
model (other GISD employee
salaries are formulated using
this system).
Trustee Steve Hill noted
that it would send the wrong
message to other GISD em-
ployees, notably teachers, if
financial emphasis were to be
placed on one particular de-
partment or area.
In a discrepancy model,
local salaries are compared
across the board with salaries
of employees with like job
responsibilities in comparable
neighboring districts. GISD
tries to keep salaries around
the midpoint in the model. At
the present time, GISD driver
pay may fall in the high end of
the model.
Part of the cost-effective
measures may include route
changes that will require stu-
dents to walk greater
distances than at present.
Drivers may also be required
to use their own time for in-
service training. Services will
remain virtually unchanged for
special education students.
The Board's decision came
after an outcry from citizens
and transportation employees
at the regularly-scheduled
April 2 meeting of the Trus-
tees.
The Trustees at that time
were considering shelving the
GISD transportation system in
favor of that provided by
Dallas County Schools.
Dr. Jill Shugart pointed out
that Dallas County Schools is
not the same as Dallas Inde-
pendent School District, but
an organization that provides
psychological services, a
media library, and bus trans-
portation service to Dallas
ISD, DeSoto . ISD, Lancaster
ISD, Richardson ISD, and
Irving ISD. GISD taxpayers
are currently contributing
$250,000 per year to subsi-
dize bus service for these
school districts.
Transferring bus service
from GISD to Dallas County
Schools could save GISD ap-
proximately $800,000 in
transporation expenditures,
plus cost savings in employee
benefits as Dallas County
Schools would absorb the
costs of employee benefits
and workers' compensation
for transportation employees.
A total of 41 persons spoke
up at the April 2 meeting,
many concerned with the
issues of safety, bus maint-
enance, and driver training.
The GISD Transportation
Department has established
itself as a leader in the state,
requiring all drivers to go
beyond the state minimum
training requirements.
This includes certification in
CPR, defensive driving, and
first aid.
City of Sachse Hosts
TML Region 13
The Texas Municipal
League Region 13 spring
meeting, hosted recently by
the City of Sachse at the
Quarter J Ranch in Parker,
was the largest such
gathering in region Ihistory.
"We had 172 elected and
staff officials from 43 North
Texas cities at the evening
event. It was a great
meeting," reported Mayor
Larry Holden, who is
president of Region 13.
The TML is an association
made up of elected officials
and city staff members from
956 Texas cities. Region 13
encompasses 146 cities in the
counties of Dallas, Collin,
Rockwall, Ellis, Kaufman,
VanZandt, Hunt, Henderson,
Grayson, and Fannin.
GISD Board Meeting
The next regular meeting of
the GISD Board of Trustees
will be held Thursday at 6
p.m. at the Harris Hill Admin-
istration Bldg., 720 Stadium
Drive, Garland.
