Col. Kemuel K. Blacker, Wolters commander and
commandant of the U.S. Army Primary Helicopter
School, presents plaque to Maj. R. F. Smailes,
British Army officer who is a student at the USAPHS.
The plaque is presented foreign students at the
USAPHS when it is determined the student will
successfully complete the USAPHS course. Looking
on at left is Air Commodore H. A. C. Bird-Wilson,
British RAF, and at right, Col. Wayne N. Phillips,
USAPHS assistant commandant.
