Telephone situation
It sure is good to have our
I telephones back in order. I had a
nice letter from both Roy Brewer
of General Telephone Co., and
[Dick fihakelford, Mid-Plains Tele,
[cjoop stating their concern over
the recent trouble. General Tele-
phone has had several technicians
liusy at the local plant recently.
I've noticed the phones have been
working very satisfactorily the
| last day or two.
Rat poison
We now have 400 lbs. on hand
1 and can take care of your needs.
Much of the trouble from rats
and mice are caused by these
rascals coming in from the fields
as cold weather approaches.
County Agent's conferencc
I.ast week was spent at Texas
AjfeM in a refresher course. We
had some top notch speakers as
well as some excellent informa-
tion pour out on us. Yet, a few
of the sessions were pretty dry.
Some of it was about like trying
to drink a barrell of soup just
to get an oyster floating in the
middle. However,! enjoyed the
conference and feel that It is very
worthwhile. One nice thing about
it was the fact that you get to
tell the big brass what you
thought about it.
They had a questionnaire for
each one to fill out where you
could blow off any steam you
might have built up, of the four
parts to the conference. We were
able to rate them in order of
their usefulness.
As a whole we had an excellent
meeting. We .feel that we have
one of the most capable directors
of State Extension Services as
any in the nation. This is also
true of many of our specialists.
Soil bank
While at A&M I visited a Mr.
Loyds, head of the State Soil
Bank program. From him I learn-
ed that there was enough money
alloted to each county to cover
all request in cases where the
operator had 1) all eligible land
in either the conservation reserve
or acreage reserve in 1958. and
2) all operators that tid less than
what the County Committee of-
fered them. '
However, there was only 10Vr
enough money to cover request
that were made in cases where
the operator bid exactly the same'
as that offered them by the Co-
unty Committee. This means that
a public drawing Will be held in
each county to determine who
will get their land in the soil
bank.
In our case in Armstrong Co-
unty, Ben Chamberlain advised
me that he is having a public

There was enough money allocat-
ed to meet the demand of only
47% of those that bid the same
as that offered by the county
committee.
This will be quite a disappoint-
ment to those that do not luck
out and have their names drawn
in the "47%. Many did not sow
their wheat thinking they had
their land in the program. Now
it is doubtful that they could get
their wheat up due to the dry
surface moisture.
From the very beginning one
confusing directive after another
has been sent local office man-
agers on the 1959 Conservation
Reserve program. The program
has been handled from above in
such a way that local office man-
agers could never tell anyone
anything on a difinite basis.
I'd sure hate to be the one that
told the 53% in this county that
they were not in the program,
especially if they had failed to
sow their wheat earlier and it is
still too dry to get it up.
I'd like to point out that Ben
Chamberlain is just as disappoint-
ed as you are and please do not
blame Ben for errors made above.
In talking to Mr. Loyd from the
state office, I learned that they
had recommended that the sign
up be conducted just as it was
but let the program become ef-
fective in Jan. 1960. In other
words, each cooperator could go
ahead and crop the land in 1959
and then start their Soil Bank
contract in i960. This sounded
like a good suggestion, but It
seems someone from above the
state level cared very little for
the hardships caused by their own
poor planning.
Bangs vaccination program
Phil Campbell, Wilbur Cobb and
many others plan to have their
heifers vaccinated under the
Bangs Vaccination program. We
plan to set a date soon. Please
call CA 6-3182 soon if you would
like to be considered. We would
like to complete plans on this in
the near future.

Texas. All persons having claims

me within the time prescribed by
