Part II - Conclusion. Panola County was created from parts of Harrison and Shelby
Counties by an Act of the First Legislature of the State of Texas, March 30, 1846.
An election of County Officers was held on July 13, 1846, and the organization was
completed for county business, beginning at Pulaski on Sabine River as a temporary
county seat. Two years later, 1848, a permanent county seat was chosen by popular
vote and set at Carthage, which was at that time nothing more than a virgin forest.
(Officers elected from 1846 to 1860 were published in the Summer 1981 quarterly.)

Crenshaw (Mr. Crenshaw died in October 1863 and Gideon B. Adkinson was named to

S. J. Ross, J. H. Morris, J. M. Johns, J. M. Solomon, C. D. Wood, Sampson D. Fisher,
Stephen Allred, S. B. Lacy, William Watson, J. M. Vawter, R. A. Craig, Robert Wyatt,
Josephus McNeese and P. M. Harrison.

1865, Sept. 4, Appointments by Governor A. J. Hamilton for Police Court after the
end of the Civil War. Henderson Fyke was removed and Webster Flanagan was named
Chief Justice. Other appointments were: County Clerk, J. M. Ramsey; District Clerk,
J. Pat Anderson; Tax Assessor-Collector, Jack Graham; Treasurer, James Heifner;
Commissioners, Thomas G. Davenport, Richard Golden, James Crawford, Richard Mahan.
J. Pat Anderson refused to qualify and S. W. Frin was appointed District Clerk.
James Heifner refused to qualify as County Treasurer and W. H. Watson was appointed.
Flanagan was removed from office by Military Occupation Forces in April 1866.
W. C. Jones was named, but served only from April to June 1866.
1866 - Henderson Fyke, appointed County Judge by the Military Occupation, the first
time this title was used ("County Judge"); other appointments: County Clerk, Hamilton
Pollard; District Clerk, J. M. Fain; Sheriff, W. P. Anderson, Tax AssessorCollector,
James F. Perry; Treasurer, E. S. Hull; Surveyor, J. R. Williams; Commissioners,
James L. Matthews, T. J. Reagan, W. D. Ragland; Justices of Peace, Andrew
W. Robe, Josephus Smith, W. C. Lyon, J. P. Johnson, W. H. Taylor, W. R. Murray, C.
D. Polk, R. F. Polk, S. B. Lacy, James M. Ramsey, R. A. Craig, Thomas P. Peagues,
P. M. Harrison and J. H. Ross.
Several of these were disqualified by the Reconstruction Government, including:
Fyke, Pollard, Anderson, Perry, Matthews, Reagan and Hull. Others resigning were:
Ragland (moved away), Josephus Smith, W. R. Murray, C. A. Polk, R. F. Polk, S. B.
Lacy, James M. Ramsey, Thomas P. Peagues,. P. M. Harrison, B. B. Anderson, J. M. Fain.
