Continued from Page 2
no interest in operating a
wastewater plant.
Butler said LCRA electric cus-
tomers will not subsidize
wastewater facilities. Each regional
project must be affordable to poten-
tial customers and pay for itself, he
said.'
Cedar Creek area residents cur-
rently served by septic tanks or
other arrangements would not be
forced into using the plant, he ad-
ded. "Only new customers would
pay for it," Butler said.
LCRA would contract only with
agencies such as the school district
or municipal utility districts, he
said.
In response to questions from
about 40 area residents who
gathered at the Old Cedar Creek
School for Thursday's session, Bu-
tler outlined design features of the
proposed wastewater plant which
would minftnize or eliminate un-
pleasant odors.
It's unfair to compare the pro-
posed plant to City of Austin fa-
cilities, some of which were built
more than 50 years ago and others
of which were overloaded for
several years in the early 1980s,
Butler said.
Most odors arise from lift sta-
tions where raw sewage is collected
and pumped to treatment plants, he
said. The regional system envi-
sioned for Cedar and Maha Creeks
would oj>erate on gravity flows
without the need for lift stations,
he said.
Wastewater discharged from the
plant would be cleaner that water
now in Cedar Creek, he said.
As currently envisioned, treated
wastewater would be used to ir-
rigate pastures for the first three or
four years of the plant's life, ac-
cording to Butler. After that the
plant could be expanded as need-
ed to meet growth demands.
Callahan said it could be 1990
before the school district begins
work on a western elementary
campus. "We need it today," he
said, "but we'll get some objec-
tions (to building a new school) and
we'll have to pass a bond issue."
James Voss urged school offi-
cials to "determine where a new
school should be located" without
being influenced by offers of "free
land—even from me."
"Get on with it and make a
declaration of your timetable,"
Voss said. The need already exists
and growth will pick, up, he said.
Cedar Creek resident Eric Bor-
sheim urged support for LCRA
operation of Wastewater treatment
facilities in the area. Technology
exists to minimize groundwater
pollution, he said, but the crucial
question is who will build and
operate plants properly.
LCRA is a state agency and can
be held accountable, he argued.
"LCRA will be there when you
need to sue them," unlike private
developers or municipal utility dis-
trict officials, he said.
Precinct 1 County
Commissioner-elect Johnny
Sanders said centralized
wastewater treatment is needed in
the area and called for LCRA to
operate the facility. "We should
look at LCRA as a friend who can
help clean up the water," Sanders
said.
In response to other questions
from the audience, Callahan said
the school district may ultimately
plan two schools near Cedar Creek
and the facilities would include
green areas, playgrounds and ball
fields.
Asked if a school could end up
being built elsewhere and only a
wastewater plant located near Ce-
dar Creek, Callahan said any
school outside Bastrop would re-
quire a wastewater treatment plant,
with or without LCRA partici-
pation.
Paying the cost of part of a
regional facility would be less ex-
pensive than bearing all the con-
struction and operating cost of a
plant just for a school campus, he
said.
Telephone
books out
Southwestern Bell Telephone is
mailing Bastrop about 6,961
1988-89 directories to area
residents and businesses. Delivery
should be completed by June 28.
Each residehtial customer will
receive one directory. For addi-
tional copies, customers should call
their Southwestern Bell Telephone
business office.
However, Dennis Richter, Area
Manager, External Affairs, re-
quests that customers not call right
away.
"If your friend across town got
his directory before you received
yours, you'll probably get one
within a few days, he said.
This year, 40 white pages and 84
yellow pages made up the Bastrop
directory. There are 6,404 white
page listings. Last year yellow
pages totaled 92 and white pages
were at the same number, 40.
Local emergency numbers are
listed on the inside front cover of
the new directory.
In the Consumer Guide at the
front of the directory, customers
will find tips on how to save money
on their phone service. Also in-
cluded is a toll-free number Texas
customers may call if they have a
complaint about their telephone
ser\ ice 1-800-422-0499.
