The Veterans of Foreign Wars
demanded today that HEW Secretary
Joseph A. Califano apologize because
his department lumped veterans'
pensions and compensation for
wounds with welfare programs.
This was done by HEW in a lengthy
memo detailing plans by the
department for public hearings to be
held this month on welfare reform. It
was signed by Henry Aaran, chairman
of the consulting group on welfare
reform.
Veterans compensation and veter-
ans pensions were listed among di-
verse federal, state and local "income
maintenance systems" that comprise
"the 'welfare system.'"
Others included Social Security,
railroad retirement, workmen's
compensation, unemployment
insurance, Medicare and Medicaid and
food stamps.
The VFW's national commander,
R.D. "Bulldog" Smith, wrote Califano
that he was shocked that the two
veterans programs were looked upon
as welfare.
"Veterans' compensation for
wounds and pensions provided needy
veterans are not welfare programs," he
said. "They are rights earned by those
who fought for their country. Veterans
contributed their lives, parts of their
bodies, their health and years of their
youth. The cost for veterans programs
are the costs of war and not welfare.
"I call upon Secretary of HEW
Califano to immediately apologize to
the nearly 30 million living veterans of
America's wars, their dependents and
survivors," he said.
Smith said "HEW can best help the
veteran by leaving his programs" in the
Veterans Administration where they
belong.
