Tlie Speech of Yon Moltke is re-
markable, aud throws a flood of
light on some recent demands and
movements of Germany. What
seemed to be a religious attair
mainly, turns out at bottom to be
something quite tMflerent. Yon
Moltke always talks figures aud
dates. He lias done it effectually
this time. The simple tacts are
that France is steadily engaged iu
the most tremendous preparations
tor revenge. She is already posses
sed of niueteen corps d'armee, iu
the place ot eight, with which she
fought the war of 1870; 320 batter
ies in the place of 159, and 471,000
men actually under arms in time of
peace. Her availiable iorce is 2,-
200,000. It is desired by Germany
that all her neighbors shall under-
staud this, and judge her fairly.
That she will allow such gigantic
preparations to be made and be
compelled to remain prepared to
meet the blow whenever her enemy
shall choose to strike, is too much
to expect. It demands an enormous
standing army iu peace times. It
requires a draiu of the resources of
Germany, which she needs for civil
and educational purpose, aud their
exhaustion upon mere preparation
tor defense. That there is to be a
war is unquestionable. Moltke de-
sires the world to know where the
blame lies. Bismarck certainly
stands exonerated to much that has
been laid to his charge. That he
has been defiant, aud somewhat
tyrannical with domestic opponents
is unquestionable ; but he has evi-
dently felt that Germany should
have confidence in his patriotism,
and stand united iu danger. The
effect of the paper ot Moltke will be
to draw the tire from Bismarck and
give him that rest which he needs
to prepare for the coming stoke.
the Grand Duke Alexis has com-
pleted the second volume of his
book upon his recent voyage around
the world, and it is said to be the
most magnificent volume ever is-
sued front the Russian press.
Whether the handsome Duke him-
self or some ot his compai/nous <lu
voyage wrote this interesting con
tribution to literature will probably
never be kuown, but its pages show
a pretty general and correct criti
cism ot our manners and institu-
tions. He not only believes that
the soil of our country was destined
for republican institutions, but is
impressed with the belief that there
is an astonishing selt reliance about
Americans, together with "wonder-
ful unparalleled information of the
general principles of govermeut,
which accounts for their fitness lor
republican institutions."
Another portion of the book
shows that he was a pretty close
observer. He says:
"The smallest schoolboy in the
United States knows the names of
the Presidents of his country. No
one can couviuce anybody that
Washington was not the noblest
man ever placed at the head of any
nation.''

One of the largest African dia-
monds ever cut iu this country ran
now be seen tit the store of Crosby,
Morse & Foss. Its weight before
cutting was fifty three carats. It
now weighs over twenty three car-
rats. It is ot a citron yellow color,
is of great brilliancy, perfect in
form and cutting, and entirely free
from flaws. It was cut. in their
workshop, on a new diamond cut-
ting machine, the first ever invent-
ed, enabling them to cut and sell
diamonds at a lower price than by
the old process of cutting by hand.
According to the old method of cal-
culating the value of diamonds,
which was to multiply the square
of the weight by the price of a single
carat, the value of this diamond
would be over $50,000. But tlie
great number of large stones recent-
ly found in the African diatnoud
mines, and the improved method of
cutting, have largely reduced the
prive.

A peculiar property has been dis-
covered in some of the diamonds
found in South Africa. They are
liable to spontaneous explosion.
The explosion takes place soon after
they are brought to light, though
cases are on record where it has
taken place three months afterward

manently employed.
