The hundred days asked for by
Gover Coke are passing away, and
the prospect ot paying oil the in-
debtedness of tlio State is as re-
mote as ever. The cause of this
clearly lies with the Legislature.
New. York capitalists do not take
any stock in our political disagree
meuts. Financially speaking, they
would just as soon have Mr. l)avis
Governor of Texas as Colonel Coke.
At that distance from Austin, they
can draw nodistinctiou between the
Thirteenth &ud the Fourteenth
Legislatures. Both bodies are to
them alike. They judge them by
their acts, past and preseut, and
will advance 110 niouey to the State
011 their promises. This is nothing
more nor less than should have
been expected. The Thirteenth
Legislature passed a solemn resolu-
tion, the members pledging them-
selves not to adjourn until they had
provided lor the liquidation of the
debt due to Williams & Guior. and
other creditors of the State. The
Governor was instructed to impart
this information. In face of this
fact this body did adjourn, and
Williams & Guion and other cred-
itors still remain unpaid. By this
breach of faith the State credit was
materially injured abroad.
Another difficulty in the way of
raising money is the unsatisfactory
condition iu which the Interna
tional Railroad bond question
stands. The capitalists of the
North invested $13,000,000 in Tex-
as, and built this road, which will
compare favorably with any now
running iu the North. The State
agreed to aid in its construction,
by giving certain subsidies. The
road is built, the company having
in good faith carried out its part of
the contract—but the State is again
in default. Some members of the
Legislature assert that the charter
was passed by dishonorable means,
and so innocent third parties whose
money is sunk in the enterprise are
debarred from their rights, even
though they agreed to an equitable
compromise that wonld have satis
fled any parties, except sticklers
for a vindication of virtue at the ex-
pense of the commercial honor of
the State. -
The Fiscal Agent of the State,
Mr. Moody, now in New York en
the discovery on t'ue coast of Hol-
land of specimens of the American
horse foot or-king crab. More re.
cently, however, the problem has
been solved by a communication iu
the Zoologist by Mr. W. A. Lloyd,
who remarks that in 1860 nnmbers
of these crabs were imported alive to
Hamburg, and sold about the streets
and that many were purchased and
kept in aquaria and elsewhere. On
one occasion, a few years later, a
large number were shipped from
New York to Hamburg, and the Mar
ket glutted thereby. With much
tender heartedness, Mr. Lloyd, who
was then Director ot the great ac-
quarium of Hamburg, in preference
to allowing this great number to die,
took occasion to have them thrown
into the sea off the island of Helgo-
land, this taking place in August,
1806. Whether the animals cap
tared are those originally introdu
ced in this summary manner, or
their deseendents, is not known,
but their is no good reason why the
species may not hold its own in
these seas, and in time become as
abundant as they are 011 the Ameri
can coast
deavoring to negotiate the new is-
sue of State bonds, though well
known in commercial circles as a
man ot integrity and the bead of a
arge and solvent commercial firm,
can do nothing for the State with
these unanswerable facts to con
front and explain away. His mis-
sion is one purely of business. Sen-
timent is not allowed to play any
lart in it. It is a cold aftair of dol-
ars and cents, which appeals to the
lead ot the shrewd money-lender
and not to hi3 heart. The agent is
told that the State of Texas stands
in the light of an individual owing
a debt arid acknowledging the obli-
gation, who has on three separate
occasions pledged his word that it
would be paid, but on every occa-
sion violated liis promise, leaving
the debt still unsettled.—Galveston

- A Foolish Dog.
South Carolina is not likely to
have an exclusively white man's
government very soon. The First
Congressional Distriet contains 5'v
014 whites and S2.426 colored resi-
dents. In the Second; or Charleston
District, thereare 47,025 whites and
85,661 colored. In the Third, 6fi,-
419 whites aud 75,833" colored. In
the Fourth, 75,373 whites and 78,-
727 colored. I11 the Fifth, 44,836
whites a ne 93,105 colored The to-
tal population of the State is 289,667
whites and 415,814 colored—the ma
jority of the latter being 126,147.
If the proportion of voters is one in
five of the population, the colored
majority at the polls must be about
25,000. The Charleston News, a
"Conversative" paper, complains
that the districts have been outrage-
ously gerrymandered, geographical
position- being made wholly secon
dary to the interests ot the colored
voters. • However this may be, it
would not lie easy to secure a pre-
ponderance of whites in many dis
tricts of a State where they are in a
minority of over 125,000. If the
"Con versa tire's" are unhappy, they
should have thought twice before
firing upon Fort Sumter.

In the lower part of the city the
the other day, the humane proprie-
tor of three or four newly born kit-
tens, rather than plunge them into
the Charybdis of the family wash-
tub, quietly stole away with them
to a vacant lot, and there abandon
ed them in the hope that some
kind persons might come along and
take them home. Soon after their
abandonment, a foolish he dog that
was capering about in the vicinity,
happened to spy them, and, after
frisking about them for a few min-
utes, he caught one up in his month
and carried it off to his kennel. He
then returned and got another, and
kept up his trips until he had got
all of them to his quarters. Up to
last accounts' he was taking good
care of them, and seemed quite fond
! of his extraordinary position. Some
