Aa amusing scene was recently en-
acted in a country court room in Maine.
Tho trial justice, a big, pompous official,
with a voice like a trombone, took it
upon himself to exnmine a witness, a
little, withe wl old ut a., vhose face was
aa red and wrinkled ;*.» a smoked her-
ring.
"What b your nanie^'a iked the jub-
tice.
** Wy, squire," said the astonished wit-
ness, "you know my name us well as 1
know yourn."
"Never you mind what 1 know, or what
I don't know." was the caution given with
magisterial severity. ''I ask the ques-
tion in my oHicinl capacity, and you're
bound to answer it under oath."
With a contemptuous snort the witness
gave his name and the questioning pro-
wed ed.
"Where do you live?"
"Wal, I snumt" ejaculated the old
man. "Why," he continued, appealing
10 the laughing listeners, "I've lived in
this town all my hie, and bo's he," point-
ing to the justice, "un\ b'gosh, to hear
him go on you'd think''
"Silence!' thundered the irate magis-
trate. "Answer my question, or I'llline
you for contempt of court."
Alarmed by the threat, the witness
marned liis place of residence and the ex-
amination went on.
"What is your occupation?"
"IluhV"
"What do you do for a living?"
"Oh, git out, squire! Jest as if you
don't know that X tend gardens in the
summer season an' saw wood winters!"
"Asa private citizen I do know it, but
aa the court I know nothing about you,"
explained the perspiring justice.
"Wal, squire," remarked tho puzzled
witness, "if you know sosnrthia' outside

it, you'd Utter get out an' let somebody
try this rise that's got boss sense."

DSection 1. That there shall be and is
hereby ordered issued seventy fi '*s thou
sand dollars (175,000.00) in El Paso ciiv
coupon bonds of the d< mominatiou of orn
thousand dollars each, which shall be
known and siyle l on ihtir face as El Paeo
City Water Works Construction Bonds
and that the proceeds from the sale of
said bonds shall be used for the purpose
of purchasing or erecting and completing
suitable water works for said city When
said bonds a-e prepared, signed and reg-
ister' d, as proyided by Sections 90, 91
and 92 of tlie City Charter, city council
are hereby empowered to negotiate ind
seil the said bonds for the best interest of
the city, for uot les» 'ban their par value
Provided, the said bon is shall not ij*ue
until a fixed contract for the purchase of
the present water works, or for the erec-
tion of new works, has been made and
approved by the city council,
Sec 2. Said bonds stall bear date of
April 1, 1890, and interest from the date
thereof at the rate of six per cenj per
annum, payable semi-annually on the
first days of October and April of eao
year and shall mature in thirty year*
from date, said interest shall be payable
in the city of New York at • hemical
National Bank, said bonds shall be num-
bered from one to seventy-five and each
bond shall have sixty coupons attached,
each coupon to represent one semi-annual
installment of interest. 1 he city of El
Paso hereby reserves the r'^ht to redeem
at par the said b m Is or any of them ai
any time after fifteen years from the date
thereof, by giving notice thin-of by
advertisement for thirty days in newspa»
pers published in New York and El Paso,
Sad bonds shall be redeemed in the order
in which they Bre numbered, that is to
fay, the bond being numbered one shall
be first redeem< d, and any bond so adver-
tised for and designated as aforesaid and
not being presented for redefinition as
aforesaid upon the day named in said
notice shall cease to bear interest
from and after said day.

what purpose they are istued and the
fund set aside for payment of the inter-
est and the redemption.of the same and
shall in all particulars conform to the
rtquiremen's of the City Charter.

cial fund to be known as ihe WaterWorks
Construction Fund and for that purpose
there shall be collected annually a sink'

the necessary semi-annual payments of

and the city treasurer shall honor no
drafts on said fund except to pay inter-

Sec 5. There shall be and hereby is
levied an annual special tax on all real
and personal property in the citv of El

annual interest on said bonds, payable

for toe year 1890. and every year there-
after until said bonds are paid, both prim

works l? sufficient, or nearly sufficient, to
pay the interest and annual sinking fund,

proportionately reduce or dispense with
said tax, on condition that there shall not
be any d> ficiency in the interesf or sink-
ing fund.
Skc 0. Whenever there is as much as
one thousand dollars in the sinking fund,
it shall be invested in state of Texas. or
l nited States, or El Paso city, or Ei Paso
county bonds, or used in the redemption
of the bonds aforesa d, as the city council
may direct. Provided, that such securi-
ties shall mature prior to the maturity of
these bonds, and such investment shall
be subject to the approval of tho state
comptroller.
Sec. 7. That the city treasurer must
make q larterly and separate r> ports as
to the condition of this special fund, and
must. also, repoit the amount of revenue
received from the water works.
Sec 8. This ordinance shall be in
effect after a m-ijority of the ad valorem
tax payers i-hall in an election vote in
favor of said bon 1s.

Section 1. There shall be levied, as

situated, and all moveable and personal
properv owni d in the corporate limits of
the city of Ei Pn'o on the Hr.-t day of
March A. O 1190, the direct ad valorem
municipal taxes following, to wit.
For t'ineial puiposes to-«it: For the
bene fit of the utneral fund and to defrsy
the current ord nary expens< s of the city
of- El 1'aso eighty*three one hundredths
of one per cent, of the cash value of such
property.
For special po p^ses tc*wit: For main
tenance of sin i is five one hundredths of
one per cent of the cash value of such
property For improvement and ext. n-
► ion of the sewt r system one-tenth of one
per cent of the ca^h value of such prop
erty For the maintenance and support

equal to one-half of the occupation tax
levied by the f-thte of Texas, on such per*
son, firm, company or HSweiation of per*
sons, for pursuing such occupation, proi
vided, that nothing in this section con-
tained shall be construed so as to levy,
assess and collect an occupation tax on
auy person, firm, company or association
of persons exempt by law from the pay-
ment of occupation taxes to the city of
K1 Paso.
Sec. 4. This ordinance shall take
effect from aud^ after its r assage'and

CONCERNING EL PASO CITY PUBLIC SCHOOL

Be it ordained by the city council

Fection 1 That there shall be and is

dollars (130,000) in El Paso city coupon
b >nds of the denomination of one thou-
sand dollars ea 'h. which shall be Known
and styled on their face as El Paso City
Public School Bonds and tb it the proceeds
from the sale of said bonds shall lie used
for the purpose of erec'ing and complet-
ing public school buildings of said city
vVhen said bonds are prepared, signed
and registered, ss provided by sections
90. 91 and 93 of the City Charter, City
Council are herein empowered to negoti-
ate and sell the said bonds for the best
interest of the city for not less then their
par value.
Sec. 2. Faid bonds shall bear date of
April I 1890, and interest from the date
thereof at the rate of six per cent per
annum, payable semiannually en the

Be it ohdatned by the clty council of
tiie City of El Paso
Section 1. That section 2 of an ordi-
nance to restrain gambling approved De-
cember 80, 1H89, shall be amended so as
to rend as.foil ws: Sect on 2 If any per-
son, firm company, or association of
pers ins, shail keep with'n this city any
house for the purpose of exhibiting or
keeping therein any table or banks or
per • it to be kept or exhitii ed therein
any tables or oanks used for gaming
by whatsoever nnme called or commonly
known, or any tables or banks which
hive no names, without having first
obtained such license from the city asses-
sor, and collector, he or they may be
deem'd l uiltv of anr ffei se, and upon
conviction then of before the record-r
shall be punished by fine in any sum not
<ss than $25 nor nvre than *i00 or by
imprisonment in the ci'y jail not le-s than
ten nor more than fifteen days or both]
such fine and imprisonment for each and '

that each and every day he or they shali
continue to keep such house, without
