Since these terms are currently being applied to an overwhelming
majority of Swisher residents and other Herald readers by The Honorable
Jake Pickle of Port Arthur Story fame the ShiversDaniel machine
the dally press and others of like integrity wc decided to make our
salutation this week a little more informal and chatty than usual
COUNTRY EDITOR
PERSONS are aware of the two political groups in Texas
INFORMED
politics The line began to form back in the day of the Dixlecrats
who opposed FDR While there havebeen minor shifts by lukewarm
Individuals the two hard coros have remained in tact during the past
15 or 20 years They are consistent
One group followed the political trail of the DIxlecrats Shlvercrats
Eisenhower Democrats and Daniel The other went along with FDR
Truman Adlal Stevenson and Ralph Yarborough
COUNTRY EDITOR
GROUPS naturally have been vying for control of the State
BOTH
Democratic machinery Control of the state organization theoretically
originates with the people and is established In a democratic manner It
begins with the precinct convention to which all Democrats are Invited
Delegates are elected to the county convention which In turn elects
delegates to the state convention The convention then determines
party policy
Back in the dark days of 1952 when a majority of Texans wanted a
change and stampeded into the camp of tie Republicans the state
Democratic machinery fell Into the hands of those who were in sympathy
with the Republicans Those who believed that being a Democrat meant
voting Democratic were kicked sky high They were Democrats but had
no place to go So at the request of Speaker Sam Rayburn the Democratic
Advisory Council was organized as a fellowship for the remnants of the
Democratic party in Texas It was a sort of government In exile for
traditional Democrats

11MES SOON changed after 1952 Texans in large numbers didnt like
what they bought when they strung along with Shivers and Eisenhower
Each year the trend was in the direction of the socalled loyalist
Democrats This was best indicated by the strength which Ralph
Yarborough polled beginning in 1952 when he barely registered
continuing through 1956 when he came within 3000 votes of being
governor and in 1957 when he was elected to the U S Senate by a
comfortable lead
As the masses veered back towards the loyalist camp it naturally
followed that the loyalists dominated the various conventions beginning
with the precinct and ending with the state

HEADLINES of Aug 2G 1956 told us of the photo finish
SCREAMING
gubernatorial race between Ralph Yarborough and Price Daniel
And headlines only slightly smaller told of the overwhelming victory
of the loyalists in the precinct conventions held the day before The
headlines were repeated the following Tuesday after the county conventions
had been held Monday night
The big conservative dally papers that had staffed all the conventions
admitted the loyalist victories They editorialized on the implications
of the loyalist victory
Of course control of conventions is determined by attendance
since the majority rules normally In cases where a group finds itself
in the minority it sometimes walks out and stages its own convention
which is known as a rump convention It may elect its own delegates
This happened is most of the big cities of Texas Houston Fort Worth
San Antonio and El Paso where the loyalists were In the majority
The only justification for a rump convention is in the event of a
violation of rules or parliamentary procedure on the part of the majority
group Because of the high stakes involved at these conventions there
wasnt a convention that did not exercise every care in abiding by the
letter of the law both parliamentary and constitutional so that there
could be no possible excuse for having its proceedings voided at the
state convention The loyalists in particular knew they would have to
be absolutely within the law to get past the conservative credentials committee
which was a holdover from the last convention which had been
dominated by Allan Shivers

THE conservative dailies ridiculed these conservative rumps
EVEN
inasmuch as the loyalists were clearly in the majority almost everywhere
and had conducted their business according to Hoyle
There seemed to be no doubt from any responsible source that the
loyalists would be In charge of the state convention
But the public knows little of what goes on within the dark recesses
of dishonest minds Behind the scenes a diabolical plot was in the
making
Even before the county conventions were held on Aug 28 1956 it was
discovered that several of the large conservative delegations had been
warned to walk out and stage rump conventions in event they were in the
minority This they did

LTHOUGH THE loyalists had terrific majorities they still had to get
past the Shlvercratlc credentials committee at the state convention
which had a long record of misconduct In past conventions
The committee has the power to determine the official list of
delegates from the various counties and in case of contested delegations
those where both the regular and rump conventions sent a slate of
delegates this credentials committee sits as a jury to determine which
delegates should be seated
It was obvious from the beginning that this credentials committee
had only one thing In mind seat just enough ShlvercraticDaniel delegates
to control the convention by means fair or foull
COUNTRY EDITOR
LACK OF SPACE prevents a review of all the dishonesty that went
on at that infamous state convention held in September 1956 But lets
consider just one case the El Paso delegation
A rump convention was staged by the conservatives at El Paso
and both liberal and conservative delegations showed up at Fort Worth
Even the prejudiced Shlvercratlc credentials committee could find no
evidence which could prevent the seating of the loyalist delegation So it
was certified and seated
The credentials committee completed its work and adjourned
But It was discovered by some of the conservatives that their margin
on the floor was dangerously thin In spite of the fact that several largo
illegal delegations had been seated In order to create a majority So
thin was the majority that Daniel and oilier conservative leaders demanded
that the credentials committee bo reassembled and that the El Paso
question bo reopencd
Do you have any new evidence to present the conservative
leaders were asked
The answer was no
Then the Daniel conservative group told Wood row Bean county
chairman of El Paso county and chairman of the loyalist delegation which
had been seated Unless you agree to vote against the seating of the
loyalist Houston delegation when the disputed Houston question comas to
tho floor then wc will have io unseat you and seat the El Paw
conservatives Thats tho way it Is Toko it or leavo it
Bean shocked at tho hlshoneity Involved In such a demand refused
and tho 34delcgatc loyalist El Paso delegation was thrown out of the
convention and tho conservatives seated

was born July 12 1870 at
Paris She came to Swisher county
in 1891 living for several years in
a dugout in the Love community
She died Saturday at her home 428

Mr Cole died in 1945

Harry Chenoweth of Tulia and Mrs
Era Kincaid of Fresno California

Rev Boies is the son of Dr and
Mrs J Hoyt Boles formerly of Tu
Ha The senior Mr Boles was pastor
of the local church for seven
years resigning in 1939 to become
pastor of Hemphill Presbyterian
church in Ft Worth
The visiting speaker is a 1945 graduate
of Paschal High school in Ft
Worth He was graduated from
North Texas State college in 1949
and McCormick Seminary in 1952
He served as pastor of the First
Presbyterian church at Neoga III
from 1951 until 1953 He has been
at Stamford since 1953 He is mar
ried and has three children

been encouraging but we still have
a long way to go before we can
be selfsustaining Teel said It
is anticipated that from 3500 to
4000 will be needed in 1958 to meet
the needs and expenses of local patients

in a campaign to encourage citizens to
pay their poll taxes before the Jan 31 deadline
Thursday and Friday they invite anyone
who has not paid his or her poll tax to
telephone the office and the receipt will be
dolivered to the home those evenings between
7 and 9 oclock Calls will also be accepted
during the evening until 9 oclock

morning in a Phoenix Arizona hospital
She was born in Erath county
Sept 12 1882 and came to Swisher
county in 1891 with her parents the
late Mr and Mrs C G Haile She
was married to Frank Christian who
died Oct 20 1951 She had made
her home near a daughter in Phoenix
for the past six years
Survivors include two daughters

lia two grandsons Donald B

Set For Feb 8
A small bond issue has been called by The City of Tulia
to finance the citys half of the cost ot rightofway for the
Highway 87 underpass system in Southwest Tulia The
40000 issue approximately half the cost of the
amount
needed to buy the rightofway will be voted on Feb 8
IN
THE election the
city council Is leaving the decision
of whether or not to go along with
the plans of the State Highway Department
to build the half million
dollar project squarely up to the
voters
The project calls for a new underpass
for Highway 87 south of
the present underpass an overpass
for Highway 8G and a system of
service roads for local traffic The
present underpass will serve a service
road Purpose of the project is
to eliminate the bottleneck on Highway
87 which serves the heavy Amarillo
to Lubbock traffic
BIG STATE Auction Associates
professional appraisers who have
been approved by the state to appraise
and purchase rightofway
were employed to determine the
fair cost of the extra rightofway
needed The state will pay half the
cost of the rightofway with the
city financing the other half
If the city refuses to participate
in the project there is a chance that
the town might be bypassed by the
highway The highway departments
philosophy is that it could serve its
traffic more efficiently and econo
mically by bypassing towns When
it serves a town the cost is increased
and since It is for the ben
cfit of the town rather than the
highway department it feels that
the city should share In the cost
of the extra expense Up until last
year it was necessary for the citv
to bear 100 per cent of the ROW
