H. A B. Beer Letter.
(Temple Telegram Special.)
New Orleans, La., April 9.—Sub-surface
features of the cotton situation warrant an
upward( tendency of values, but this de-
velopment has been Uel4 In check by the
British labor cris s. Notwithstanding the
unfavorable labor situation in England, Man-
chester ndvices report further Improvement
In the demand for cloths and yarns, due to
a slight revival In Inquiry from India and
China. Southern spot owners have been en-
couraged by Washington efforts in planning
to extend foreign credits In order that
Europe may buy more freely of the staplo
with opening of the planting season In the
cotton region. Returns confirm early pre-
dictions for a drastic redutclon In this
year's cotton acreage, latest advices Indicat-
ing a reduct on ranging from 26 to 36 per
cent, averaging about sr> per cent for the
entire belt. Therefore, the only depressing
Influence on values at the moment Is the
unfavorable labor situation In the British
Isles and If a general strike Is averted,
there is every reason to believe cotton wllj
experience a sharp advance from its pres-
ent low price level.

New Orleans, La., April 9.—Pronounced
141-* j steadiness was shown by the cotton market
" today In face of the unfavorable strike news
from England, III the early trading the
tendency was to sag generally, but at the
lowest the more active months were only
6 to 7 points under the close yesterday. For
a while Liverpool did more or less selling
here and after this ceased shorts went to
taking profits and their demand caused a
quick recovery and rise which carried the
market 10 to 13 points higher than the last
quotations of yesterday. The close was at
a net gain of 7 to 14 points.
Some of the late steadiness was due to
the fear that the cold wave now crossing
the country might bring low enough tem-
perature to the southern portions of the
belt to Injure cotton already up. Late in
the session reports were received from
southern Texas stating that rery heavy rains
during the last few days, amounting to as
much as 13 H inches in some localities, had
done considerable damage to young cotton.
Some points reported that the crop had
been completely wiped out.

New York, April 9.—The cotton market
was extremely quiet today with traders
waiting for further developments In the
British labor situation. There was very l.t-
tie selling, however, and toward the close
prices adYaiicetJ qu covering and some tud£,
buying. "tPBWHWWpy'' •
The market opened steady at a decline
of 3 to 6 points under some further scat-
tering liquidation, but offerings were light
enough to suggest that the market had been
well liquidated earlier in tho week.
Closing prices were at about the best
points of the day. Manchester cables said
some orders were still being booked for In-
d a during the week, although business for
forward delivery Was'restricted by the labor
uncertainty.
There were nl*o r^p^rts of an improved
inquiry fur cotton yarns in the domestic
markets, but mill curtailment at Fall Kiver
for the week was estimated at I2!).i»rt0
pieces showed no improvement, and print
cloihs were reported a shade easier.
Reports from the southwest complain of
too much rainfall and it ii sai«l that r<-.
planting will be necessary in some sections
of Texas.
