THE Western powers are waitlnt
at they have tinea 1948 for the
next Soviet move m the itruggle
of Communlam freedom This
time however the RuisUn ap-

all 1 not wen behind the Iron

This watchfulness and waiting la
due to the fact that virtually all
top military and civilian aides of
toe former Soviet control commls
lon of East Germany and the am
ba Isadora to the Western powers
were summoned to the Kremlin
tor a conference on the b ela of
the EJast European revolts
The West would like to know
what they talked about and what
was planned behind the walls cf
theKremlin
Presumably they were recalled
to explain what happened when
2 000000 un armed East Germans
suddenly arose and nealy over-
threw their Communist rulers
Also to explain why there is so
much unrest In other areas of the
workers paradise that Is supposed
to exist behind the Iron curtain
No doubt new policies will
amerce from Moscow shortly Per-
haps they win ease EastWest ten-
sion But It would be folly to ex-
pect good from evil or kindness
from brutality
It appears after the Treasury
Departments announcement of the
largest deficit In the natlona peace-
time history that those within the
Republican administration who
have been screaming for tax re-
ductions have been howling In the
wilderness The deficit amounted
to 9389000000 s billion dollars
more than was anticipated
At the same time the Treasury
reported It would borrow 13500
000000 to 16000000 000 for eight
months Later another 13 to 3
bDilon will be borrowed
With such a deficit and the need
to borrow to meet government ex
penses It Is a sure bet that the
administration will fight to the

O The following statement from
the American Book Publishers
Council and the American Library
Association Is drawing the applause
of serious thinking Americans
The freedom to read Is essen-
tial to our democracy It is under
attack Private groups and publle
authorities In various parts of the
country are working to remove
books from sale to censor text-
books to label controversial books
to distribute lists of objectionable
books or authors and to purge
libraries
The actions apparently rise
from a view that our national tra-
dition of free expression Is no ling-
er valid that censorship and sup-
pression are needed to avoid the
subversion of politics and the cor-
ruption of morals
We trust Americans to recog
nise propaganda and to reject
obscenity We do not believe they
need the help of censors to assist
them In this task
It la contrary to the public In
terest for publishers or librarians
to determine the acceptability of
a book solely on the basis of the
personal history or political affilia
tions of the author A book should
be judged as a book No art or
literature can flourish If It Is to be
measured by the political views
or private Uvea of Its creatora No
society of free men can flourish
which draws up lists of writers to
whom It win not listen whatever
they may have to say
There Is a dangerous trend de-
veloping In the United States to-
ward telling the general public
what books they can read and
which are not acceptable The
question arises would this trend
develop If not stopped now Into
telling the average American what
weekly newspaper he can read
and which are not acceotabl
