The Seed Farce.
One of the subjects of legiela-
tion, or rather of appropriation
of the people's money, in which
the rural districts have a right to
be heard, is that sometimes
spoken of as the annual seed dis-
tribution "farce." The con-
tracts were awarded as usual the
>Mt season. Out of the $170,*
00 Appropriated, $20,000 was re-
served "for the importation of
rare and valuable se^eds." The
balance of the fund, less the cost
of distribution of the imported
seeds, is used to purchase com-
mon garden seeds, bulbs, etc.,
for free distribution by congress-
men. This, as the Farm, Field
and Fireside has often pointed
out, is a waste and worse. It is
harmful to regular dealers in
seeds. It burdens the na»Us^nd

a frantic effort to change tht
law, which, for twenty years, has

Jail Delivery.
Naoogdoohes, Texas, Jan. 1.—
A jail delivery ocourred this
morning about 9 o'clock. Three
negroes escaped by tunneling
through the cement floor in one
oell in whioh two of them were
^leaping. A white man remained
behicd in another cell. He did not
know that they were escapiing,
butwhsn he discovered that they
were gone he gave the alarm.
Sheriff Spradley was away, and
Jailer Sloan bad taken breakfast
to the prisoners and left. The
names of the refugees are: Aroh
Driver, under 20-year sentence
to the penitentiary; Cal Millard,
15 years; Clark Thorn, arrested
on charge of oriminal assault.
The bloodhounds failed to take
the track. No traoe of the pris-
oners yet.
