A New City Charter.
It must be apparent to every unbiaied
mind, that the present city charter Is in-
adequate to the necessities of our city.
When our posit ion was that of a loyal
post offl.e and stage stand, the present
charter, or one less liberal in its
provisions, was sufficient. In fact the
sleepy non-progressive population of that
era would have done very well without a
charter, or even an organized city govern-
ment, the county officers being sufficient
for all purposes.
The great and sudden change, forced
upon us by the advent of railways, as if
by mugic changing our placa from its
former position of rural simplicity into
a great railway centre, with a constant
influx of a live and progressive popula-
tion, compels us to meet emergencies
which were never dreamed of by those
who framed the present charter. Many
of the modern improvements evolved
fr<>m art and science for public conveni-
ence and comfort have been placed in
our midst by private capital, while there
Is not yet a single public street opened
and graded or a public sewer constructed.'
The reasou tor this is the Inability of j
the city's representatives to make any!
improvements of this nature, under i
the limited power* granted them by j
the provisions of the present charter. .j
No street can be opened, graded and ;
slde'valkcd under the present status of J
affairs, unless the property owners along \
said street pay two-thirds of the cost and
the city one-third, and though the for-
mer mij;lit be willing aud able to do their
portion the city is unable to meet her
share of the expense. If the city was
able to carry on the necessary improve-
ments upon the present plan, we eon-
tend that is by no means the proper auu
best course of procedure.
Taxation for general improvements
must alwayi be pro rata, and unless It is
so, it is illegal and unconstitutional. To
illustrate, A and Bown contiguous lotsou
a street requiring improvement. By
reason of valu ible and renumerative im-
provements A's lot is worth $100,000,
whilst that of B„ being unimproved, is
worth only #10,0. 0. Now under the pre-
sent plan B pays just as much for an Im-
provement to be enjoyed by the geueral
public as does A., although the property
of the latter is ten times more valuable
than that of the form r. It will doubt-
less be argued that B. gets the
saiue amount of Improvement
in iront of his property as does A-, and
therefore should be satisfied.
This Is fallacious. Any improvement
on a street is not for private use alone,
but is for the public at large, and the
public at largo should assist in paying
for the same, In proportion to the amount
and value of the property owned by each
and every one who collectively constitute
such general public.
This is so apparent that it requires no
argument.
All good citizens must know that our
present emergencies cry out for anew
and liberal charter, to enable us to reap
the advantages which nature and circum-
stances have forced upon us, and those
who argue to the contrary know—in
their secret souls—that the true secret of
their objection to a change of charter
does not lie in the lack of its absolute ne-
cessity.
Heretofore we have been cursed with
cliques and rings, each striving to gain
control of city affairs, and the great se-
cret of objection to change of char-
ter has arisen from the fears
of the different rings that
in the making of such change, the ad-
versaries would out vote, out-wlre work,
or by some hoous pjcus obtain control.
This fact U well known, though none of
these who have l»een heretofore or are
now interested In this business, are bold
enough to acknowledge it.
As we approach the municipal electioo,
we warn our fellow citizens against the
m icliinations of all cliques or rings.
The firemen occupy a position of vast
Influence in our community, as do also
the Knights of l.abof and other
societies needless to mention. These will
be approached from every quarter by
the in ist in I 1 us parties in order to
curry their favor, for some particular
policy lavorable to the wishes of some
clique.
It Is time now that the people them -
selves, regardless of this or that man.
this ring or clique or the other, should
awaks to tie uryect o»c^;lti:-i of ike
present and the sure demands of the
future. Let each ma? st.ufly this question
for himself, p,nd not depend upon the
adyioe or dictum oi any ©thar psrties,
no matter who or what they may be.
If this course Is pursued, we are euro
that the incubus which has heretofore
so burdened the hands of progress,
will be removed at our next election, aud
the spirit of improvement will uuder the
extended bounds of a new and liberal
charter cause onr city to blossom at a
rose, and become the magnet which will
attract to her limits all that is necessary
to advance her to a position of pre-emi-
nence.
