Staunton, Va, April 21st. 1875.
Hon. 0. N. Hollingsworth:
Dear Sir—We go by the school
year, which is genoi ;i :ly in all States
from September or October on.
I have generally made payment
about the middle of the session, if
specially desired, on recoivingan as-
sn ranee (indorsed by the State Su-
perintendent) that tliesehool will be
continued through tl.e year, accord-
ing to our rules. But as I have been
deceived in some eases, by a prema-
ture close of the schools, I have
thought it would be necessary to
withhold payment till the end of the
ton months, and then to require an
official certificate (indorsed by you)
that the school has actually been
held according to agreement. My
object is simpiy to protect the fund
from abuse.
I can not yet tell what our income
will be next year (commencing Sep-
tember 1st. 1875), but I should think
we can possibly allot to Texas 88000
or $10,000.
Much will depend on the system
and energy of tho schools of the
State. Wo act if the Stateacts, and i
somewhat in proportion as it acts.!
Yours respectfully,
B. Stars, Gen’l Agt.
