The Victorian Kitchen
display is being assembled
by the commission with
assistance of the various
women’s organizations.
Kitchen utensils will be in
the neighborhood of 100
years old. A dozen Bellaire
groups will provide cookies
with the Commission pro-
viding punch.
The commission has re-
ceived permission from city
officials to make the
house-to-house canvass,
providing the canvassing be
done during daylight. The
two teams, which will wear
identification on their lapels,
will stop their efforts by 8

VARIANCE
(Continued from p, 1)
had the type of problems
that would endanger any-
one, none were mentally
retarded. The boys go to
school and are assigned
work duties for which they
receive tokens when a good
job is done. He also said that
no modifications had been
made to the home in order to
house these boys.
As citizens spoke for the
group, emotions started to
climb. Several spoke of it
saysing that what the group
was trying to give these
boys is a good Christian
home, and they felt the
variance should be granted .
One resident said she
lived four houses from the
house on Maple and even
though she was aware that
the group was in violation of
the ordinance, what went on
two doors down was worse
than the Houston Achieve
ment group.
Those opposing the var-
iance outnumbered those for
it. Among some of the
points brought out against
was that many people had
moved to Bellaire because of
its zoning restrictions.
Former Bellaire mayor
Bill Rouse said that he didn’t
see how the group was doing
a good service by violating
the law and the people of
Bellaire deserved consider
ation. Several voiced the
fact that they realized the
group was doing a good
service and the issue was
now a popularity issue. One
resident quoted former City
Attorney Paul Strong who
once said "Law is not a
popularity contest, it’s
either law or not.”
J.L. Williams, who was
the first “Mr. Bellaire”
complimented the group on
the fine job they were doing,
“BUT I just don’t like it in
that location,” he said.
When the board began
their comments Board
Memtar* -.Bill Herren
abstained as be said he at
one time had been associat-
ed with the group.
Jim Lane, who leaned
toward granting the var-
iance stated that he hated to
see the city of Bellarie
refuse to help others. "If we
deny the variance, we are
failing to do what we've
been taught to do," he
added. He later voted for
the denial.
Larry Kelly moved that
the variance not be granted
and Houston Achievement
Place be given 90 days to
re-locate. The vote was
unanimous with Lane,
Chairman Don Cernosek,
Val Thompson and Kelly
