Police Department attended a
regional law enforcement execu-
tive conference sponsored by the
national Bureau of Narcotics and
Dangerous Drugs in Dallas April
The one day conference pre-
sented discussions on the cur-
rent status of the overall drug
problem in the United States.
Representatives from the Bur-
eau of Narcotics and executives
from state enforcement agencies
spoke on new methods of enforce-
ment open to police and statede-
HISD Appoints Ramirez To Advisory

Beverly in Bellaire has been ap-
pointed to a citizens advisory
committee by Dr. Leonard Rob-
bins, president of the Board of
Education for HISD.
The 23-member committee
will assist in defining education-
al goals for HISD during the 1970’s
and will receive full cooperation
and support from all administra-
tive and instructional personnel,
said Dr. Charles R. Nelson, act-
ing general superintendent.
Committee members include a
number of citizens selected from
special committees already ser-
ving the district in a voluntary
advisory capacity.
Members include business and
professional men and women,
housewives, and four students.
The committee’s recommen-
dations will become a major
source of information for the
work of a curriculum committee
appointed last week by Dr. Nel-
son to study the HISD education-
al program from the standpoint
of needs in the 1970’s.
Dr. Nelson said the diversity
of backgrounds and training of
committee members would bring
a wide array of ideas into de-
liberations on goal identification.
“We believe the committee
will act as a catalyst for the

For the fourth straight year,
Mack Biaker, one of the nation’s
outstanding surfing authorities,
has been named director of the
fourth annual Pepsi State Surf-
ing Championship, co-sponsored
by radio station KIKK, at the
Flagship Hotel Beach, May 23
and 24.
Biaker, who has been involved
in surfing for eight years, is a
past competition director and
past president of the Gulf Coast
Surfing Association.
More than 400 of the top male
and female surfers from through-
out Texas are expected to enter
the annual Pepsi surfing com-
petition this year. Thefirstcom-
petition in 1967 drew a field of
323 participants. It tias now be-
come the largest event of its type
in terms of the number of en-
trants and the value of the prizes
which this year totals more than
$3000.

The conference was a part of
a nationwide movement by the
Nixon administration to take
steps against the increasing nar-
cotics and drug problem.
On May 4 members of the Bel-
laire Department will attend a
one day conference ondrugabuse
to be held at the Albert Thomas
Convention Center in Houston.
State Attorney Crawford Mar-
tin will open the seminar that
will bring area enforcement
agencies up to date on the stead-
ily changing status of the drug
situation in Texas. Attendees will
hear reports on new drug laws,
search and seizure procedures’
and identification and laboratory
procedures now available.
Also speaking will be Harris
County District Attorney Carroll
Vance and Judge Joe Frazier
Brown, executive director of the
Texas Criminal Justice Council.
