Cubans Roundly Berate America and
Oppote the Proposed Increase
of Rural Guards.
Havana. Feb 8.—Governor Magoon
received a cablegram from Secretary
Tati today directing the postpone-
ment of the decree providing for an
Increase from (i.ono lo 12.OOP men for
tfc. Cuban rural guard pending the
presentation of the protests by the
Liberals.

a number of arm. oliice.s.
Gen. Enrique Loynaz del Castillo
bitterly denounced uio United States,
and predicted that the Cubans event-
ually would he compelled to resist
American domination, when the
speaker hoped he would have the
honor of leading the patriotic army.
General Eaton**-/., a prominent col
ored leader, was the Duly speaker to
approve the proposed increase, but he
demanded recognition of negroes in
toe ranks of the army and intimated
that the negroes were prepared to
fight for their political rights.
The meeting adopted resolutions
protesting against any increase in the
armed force, the formation of a mili-
tia of any kind, and the enlistment in
tIn- army of other than native Cu-
bans.
General Del Castillo predicted an
Influx of American immigrants, which,
he declared, would result in the
Americanisation of the rural guard
and consequent military oppression of
the Cubans.
Throughout the meeting a strong
anti-American sentiment prevailed. A
protest was made against imposing
upon Cuba the burden of maintaining
this proposed standing army.
A number of speakers contended
I hut the fractious members of the
rural guard had been enlisted by the
police force.
A committee was appointed to call
on Governor Magoon anil present to
him the protests, but. u|i to a late hour
